Job Description:

The incumbent in this position will serve as a Government Operations Consultant II for the Division of Blind Services (DBS) providing support to the Program Administrator, Deputy Director and Division Director. Responsibilities include planning, monitoring and evaluating on statewide rehabilitative programs within the Division; ensuring organizational policies are up-to-date, consistently written and maintained on the intranet and internet; regularly reviewing programmatic actions for compliance standards and reporting findings to the Program Administrator; serving as the personnel liaison for the Deputy Director by preparing personnel actions, serving as timekeeper by maintaining attendance and leave records while upholding confidentiality at all times; and presenting recommendations to the Program Administrator, Deputy Director and Division Director when necessary.

Examples of work:

  • Support DBS leadership on all program related actions and activities.
  • Represents supervisors at meetings, taskforces, etc. (as assigned)
  • Assist in strategic planning and special projects.
  • Collaborate with pertinent staff to ensure strategic plan goals are captured in the unified state plan and assist with plan drafting/development.
  • Clarify and input strategies into applicable data systems and portals.
  • Develop and administer a project plan for soliciting feedback on the DBS Strategic Plan, analyzing the results of such feedback, and presenting suggested feedback to Program Administrator.
  • Coordinate and facilitate meetings, audit requests, pre-report actions plans and corrective action plans resulting from audits conducted by the Office of the Inspector General (IG) and the Rehabilitation Services Administration (RSA).
  • Organize the completion of the Long-Range Program Plan (LRPP) by collaborating with relevant staff for input, updating the plan as needed/required, organizing data on performance measures, and ensuring timely submission. As a back-up to the Program Administrator, may be expected to coordinate the completion of the LRPP.
  • Assists the Program Administrator with COOP coordination for DBS and oversees all activities relating to the COOP applicable to DBS.
  • Develops, collates, edits, and submits reports as required.
  • Assists with maintaining a list of approved Survey Monkey users, managing usernames and password requests and providing FDOE templates and instructions on how to use the application.
  • Assist the Division Director and the Deputy Director with special projects and daily activities to ensure timely completion of all tasks assigned to and by the Deputy Director.
  • Review and edit policies and procedures prior to dissemination.
  • Organize documents in preparation for audits by the IG, AG, and RSA.
  • Process travel authorizations and MyFloridaMarketPlace (MFMP) purchasing according to policy and procedures.
  • Plan and coordinate the Deputy Director’s travel and submit travel authorizations and reimbursements for approval.
  • Monitor and manage the Deputy Director’s calendar.
  • Serves as backup to various DBS team members, including the Director’s Operations Manager Consultation (SES)
  • Other duties as requested.

Minimum Qualifications:

  • A bachelor's degree from an accredited college or university and four years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work.
  • A master's degree from an accredited college or university can substitute for one year of the required experience.
  • Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.

Knowledge, Skills and Abilities:

  • Knowledge of the methods of data collection and analysis.
  • Knowledge of basic management principles and practices.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices.
  • Ability to organize data into logical format for presentation in reports, documents and other written materials.
  • Ability to conduct fact-finding research.
  • Ability to utilize problem-solving techniques.
  • Ability to work independently.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.
