Responsibilities Your Specific Duties and Responsibilities: This is a professional Vital Records maintenance and leadership position that requires independent application of an array of quantitative skills and techniques. This position is responsible for leading and supervising the Vital Statistics Office (Section). He/she must also be able to lead and communicate effectively with his/her supervisor, subordinates, peers, and other staff that he/she encounters as part of accomplishing the Health Department’s Missions and goals. Responsible for the supervision of staff including appraisals, planning, and directing their work, approving leave, and having the authority for hiring and taking disciplinary action or affectively recommending such actions.
This is a highly independent position that acts as Chief Deputy Registrar for the Florida Department of Health - Duval County Vital Statistics Office under the supervision of the Assistant CHD Director for the agency. The incumbent must have the knowledge and ability to prepare, analyze, and interpret a variety of financial reports and data associated with the Vital Statics Office and maintains the Vital Statistics birth, death and fetal death records in Duval County in accordance with Florida Statutes and all Florida Department of Health policies, rules and regulations.
Oversees all day-to-day operation of the Vital Statistic’s offices. Reviews changes in policies, procedures, rules, and regulations, determines the impact on the services and implements changes. Provides direction, guidance and consultation to hospital & funeral home administrators and their staff in the management and operation of service programs and responsibilities.
The position requires knowledge of vital records management and protected health information. The incumbent performs all supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning, and directing the work of direct reports, approving leave, and taking disciplinary action as appropriate. The incumbent is required to possess a valid Florida driver’s license and reliable personal motorized transportation, i.e. automobile or similar vehicle. The ideal candidate will possess excellent leadership, management, computer, and communication skills.
Required Required Knowledge, Skills, and Abilities:
  • Knowledge of basic mathematic principles
  • Knowledge of Microsoft applications including Word, Excel, and PowerPoint
  • Knowledge of FLAIR including ability to process transactions.
  • Knowledge of Florida Statutes and all Florida Department of Health policies, procedures, and guidelines related to Vital Statistics
  • Ability to be a team player with exceptional interpersonal and communication skills.
  • Ability to lead and direct reports in a positive and productive manner.
  • Knowledge of Vital records management and protected health information
  • Ability to prioritize and manage multiple processes and assignments.
  • Ability to provide accurate information and guidance to community partners, clients, and businesses regarding requests for services.
Minimum Qualifications:
  • Must have 1 year of work experience as a lead worker, supervisor, and/or in a manager role.
  • Must have 1 years’ experience developing and monitoring programmatic budgets.
  • Must have 2 years’ experience working within the Vital Statistics office for the State of Florida
