MINIMUM REQUIREMENTS:
A bachelor's degree from an accredited college or university and five (5) years of experience in computer systems analysis and/or computer programming, three (3) years of which must have been in systems programming; or
A master's degree from an accredited college or university in one of the computer sciences or management information systems and four (4) years of experience in computer systems analysis and/or computer programming, three (3) years of which must have been in systems programming; or
A doctorate from an accredited college or university in one of the computer sciences or management information systems and three (3) years of experience in systems programming; or
Seven (7) years of experience in computer systems analysis and/or computer programming, three (3) years of which must have been in systems programming and either (1) completion of a 720 classroom hour program of study from a vocational/technical school or accredited community college in an area of data processing (excluding data entry), or (2) 60 semester or 90 quarter hours of college course work from an accredited institution which includes four courses in computer science or management information systems.
Experience in computer systems analysis and/or computer programming can substitute on a year-for-year basis for the required college education.
Completion of a one-year program of study from a vocational/technical school in an area of data processing (excluding data entry) can substitute for one year of the required computer systems analysis and/or computer programming experience.EDUCATIONAL NOTE: Graduates utilizing education attained in the United States to meet the minimum requirements of a position will not be appointed until verification of the applicable degree has been obtained.Foreign trained graduates utilizing a degree attained outside of the United States to meet the minimum requirements of a position must be prepared to provide a copy of a credential evaluation conducted by an Approved Credential Evaluation Agency. JOB DUTIES:
This position resides in the Office of Agriculture Technology Services and reports to the Chief of Application Development Services. The Application Development Manager leads a team that facilitates the analysis, design, development, implementation, and maintenance of enterprise applications and cloud solutions. This position supports the goals and strategies of the department and creates architectural principles and consults with senior managers and other Information Technology (IT) stakeholders to develop IT application frameworks, procedures, and standards. Technologies leveraged include Microsoft Dynamics 365 / Power Platform, Azure DevOps, SharePoint Online, .NET, Power BI, OnBase, and data modeling tools to name a few. The Application Development Manager coordinates and collaborates with information technology teams, business units, and other stakeholders to set priorities, manage new development initiatives, maintain operations, and provide direction and oversight to application development teams. Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner. Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.
