Duties Summary

This Tax Auditor V position is located in the Field Audit Section (Maui District Office), Compliance Division, Department of Taxation, and is responsible for conducting specialized audits of the largest corporate organizations which operate business activities through complex organizational or interrelated operational entities which include public utilities and public service companies, agency accounts, banks and industrial loan companies, and large mainland corporations. This position conducts field audits and examinations of the taxable entities involving intricate accounting, auditing and legal problems due to the multitude and complexity of taxable activities, organizational set-up, accounting methods and systems used, and maybe required to make field trips to the mainland and outside islands in connection with their audit assignments. The incumbent of this position has immediate charge of each audit assignment and may supervise subordinate auditors engaged in conducting certain phases of an assigned audit.

Minimum Qualification Requirements

Legal Authorization to Work:

The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

Education
: A bachelor’s degree from an accredited four (4) year college or university with at least twelve (12) semester credit hours in accounting and/or auditing subjects.
Specialized Experience: Four (4) years of progressively responsible professional auditing experience requiring the knowledge and application of generally accepted professional accounting and auditing principles, standards, theory and practices for the purpose of analyzing and interpreting accounting books, records, or systems.
Selective Certification Requirement (Auditor Experience): This position is located in the Field Audit Section (Maui District Office), Compliance Division, Department of Taxation; and is responsible for conducting specialized audits of the largest corporate organizations which operates business activities through complex organizational or interrelated operational entities. In order to effectively perform these duties and responsibilities, applicants must possess a through working knowledge of: complex interstate and/or foreign commerce transactions; State and/or federal tax laws, including General Excise, Use, Net Income, Public Service Company and other tax types administered by the State Department of Taxation; Hawaii Revised Statutes regarding administrative procedures in the application of the Tax Laws of Hawaii; tax research methods; and rules, court decisions and administrative positions taken by the Department of Taxation in the administration of the Tax Laws of Hawaii; and must possess the ability to: plan, organize, guide and oversee the work of others/assisting with phases of field audits of the largest and most complex domestic, mainland United States, and foreign corporate organizations.
Therefore, certification of eligibles for this position shall be restricted to applicants who meet the minimum qualification requirements for the class Auditor V, and who possess one (1) year of professional work experience which demonstrated possession of the knowledge and abilities cited above, and involved the application or interpretation of State and/or federal tax laws, including the General Excise, Use, Net Income and Public Service Company tax laws in cases involving complex interstate and/or foreign commerce transactions. Such transactions involve questions of nexus, proper measurement of activities, federal preemption, formulary apportionments, allocations, exemptions and deductions, income classifications, multiple activity transactions, etc.
The experience described above may have been gained as a part of the required four (4) years of professional auditing experience for the class Auditor V or in a separate capacity.
Possession of a Certified Public Accountant (CPA) Certificate obtained through written examination may not be substituted for the professional tax-related experience described above.
Supervisory Aptitude: Supervisory aptitude rather than actual supervisory experience may be accepted. This requirement will be considered to have been met when there is strong affirmative evidence of the necessary supervisory abilities and/or potential.
Driver's License: Applicants must possess a valid driver's license at the time of appointment.
