$5,713 - $8,130 per month, salary commensurate with training and experience

Duties Summary

Exempt, temporary, full-time, non-civil service appointment. This position is responsible for State Opioid Response grant administration, coordination of efforts that align and leverage resources and priorities a the State and community levels to sustain a coordinated, comprehensive system, and oversight of the implementation of all grant activities and ensures that goals and objectives are met in a timely manner. The position also actively oversees the implementation of the Hawai’i Opioid Initiative process that the State and stakeholders undertake to build a coordinated and integrated infrastructure, capacity, programs and activities; and to assess and implement policies and regulations to prevent opioid and other substance misuse issues and related problems in affected communities statewide.
The position also supervises the Hawaii State Opioid Response Project staff.

Minimum Qualification Requirements

EDUCATION: Minimum of master’s degree in public health, health administration, human services, or healthcare related field of study OR a bachelor’s degree in related field and at least five (5) years of experience in direct behavioral healthcare delivery, collaboration, and coordination of services.
EXPERIENCE:Not less than one and one-half (1 ½) years of progressively responsible general experience in social work, public health or other related fields which required knowledge of current social and economic conditions, community organizations and the services and/or programs they offer to the community relative to alcohol and drugs, the prevention of opioid and other substance use and misuse and the treatment and rehabilitation or people who use substances.
Not less than one (2) year of specialized progressively responsible experience which demonstrated the ability to conduct studies and analyses of programs or projects through active participation in the planning, coordination, development, and/or evaluation of programs and/or programs’ activities relative to alcohol and drugs, the prevention of opioid and other substance use and misuse and the treatment and rehabilitation of people who use substances.
Supervisory Experience: One (1) year of work experience that involved supervising a professional staff. The experience must have demonstrated an applicant’s ability to plan, organize, schedule, and direct the work of others; assign and review the work of others; advise subordinates; and evaluate work performance and maintain discipline when necessary.
LICENSE:Certification pursuant to Chapter 177.1 of Title 11, Hawaii Administrative Rules, relating to certification standards for substance abuse counselors and program administrators, is preferred. Possession of a Hawaii motor vehicle operator’s license is preferred.
