Positions established at the staff engineer level may be underfilled at the associate or engineer-in-training levels. After successfully completing a training plan, meeting the minimum qualifications for the staff engineer level, and receiving a professional engineering license, the employee will be reclassified and compensated as a staff engineer.
Position:
The Idaho Department of Environmental Quality (DEQ) is hiring an Air Quality Permitting Engineer for the State Office located in Boise, ID.
Responsibilities:
Air Quality Program Implementation :
- Process and draft air quality permits.
- Review air quality permit applications to determine compliance with air quality rules and regulations.
- Draft air quality Permits to Construct, Tier I operating permits, and Tier II operating permits. Provide technical and regulatory assistance to the regulated community regarding air quality permit application requirements.
- Coordinate draft permit reviews with regional offices. Participate in permit hand-off meetings.
- Provide technical and regulatory project details at public comment informational meetings and write responses to public comments when submitted.
- Support the Air Division on special projects with air emissions sources.
- Conduct technical peer reviews and mentor less experienced engineers.
- Provide updates for all assigned projects. Ensure that permit issuance deadlines are met.
- Respond to public records requests.
Air Quality Compliance and Enforcement Technical Support:
- Support the compliance and enforcement program in determining compliance for regulated facilities.
- Visit industrial facilities and provide technical and regulatory assistance on air quality permit requirements.
Regulatory Tracking and Policy Support :
- Track changes in federal permitting and compliance requirements, interpretations, and guidance.
- Review state and federal rules, provide updated regulatory information, and propose rule change needs to the program manager.
- Provide technical support for drafting rules and technical backup documents for the rule making process. Implement established program policies.
- Draft policies, guidance procedures, and technical documents for the permit program.
- Develop new rules, guidance, and policies to support airshed management and meet program goals.
Air Quality Division Integration :
- Support regional offices, technical services, and other Air Quality Division programs.
- Review source test reports.
Minimum Qualifications:
Engineer, Intern
Salary: $28.00 - $29.00
Candidates must meet one of the following qualifications:
•Graduation from a four-year Engineering curriculum accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (EAC/ABET) PLUS within six (6) months of hire receive certification by the Idaho Board of Professional Engineers as an Engineer Intern
OR Certification as an EIT from another jurisdiction that included graduation from a four-year engineering curriculum accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (EAC/ABET)
OR graduation from a four-year engineering curriculum accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (EAC/ABET) PLUS verification that the candidate has passed the Fundamentals of Engineering Examination.
AND: Valid driver's license
Engineer, Associate
Salary: $29.00 - $31.25
Candidates must have one of the following:
Certification by the Idaho Board of Professional Engineers as an Engineer-in-Training OR certification from another jurisdiction that included graduation from a four-year engineering curriculum accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (EAC/ABET): AND A Valid driver's license; AND Two years of E.I.T. experience: reading and interpreting engineering plans, specifications, and standards on projects; interpreting and applying federal, state, and local laws, when applying standard engineering principles and practices; coordinating field work and inspecting projects or facilities for compliance with standards. AND : Valid driver's license.
Experience: analyzing, interpreting and applying federal, state and local laws when applying professional engineering principles and practices; writing technical engineering reports; evaluating, selecting and adapting standard engineering plans, specifications and standards in completing projects; coordinating field work and inspecting projects or facilities for compliance with standards.
Engineer Staff
Salary Range: $33-$37.50
Licensure: Licensed in Idaho as a Professional Engineer (PE); or eligible for comity licensure by the Idaho Board of Professional Engineers in accordance with Idaho Code, Title 54, Chapter 12;

AND: Valid driver's license.
Experience: analyzing, interpreting and applying federal, state and local laws when applying professional engineering principles and practices; writing technical engineering reports; evaluating, selecting and adapting standard engineering plans, specifications and standards in completing projects; coordinating field work and inspecting projects or facilities for compliance with standards.
Desired Specialty Minimum Qualification
At least one (1) college level course related to air pollution control systems; Federal Clean Air Act rules and guidelines applicable to air pollution emitting facilities; and/or developing air emission estimates or inventories. OR Six (6) months work experience involving interpretation and application of aspects of the Clean Air Act (such as implementation of air pollution control or air quality improvement strategies, conducting air emission inventories, conducting ambient air monitoring, developing air permits or permit applications, or conducting compliance inspections) or the application of other environmental rules.
Physical Requirements:
•Ability to sit and work on a computer for 2-4 hours at a time.
•Ability to bend and reach for filing purposes.
•Some periods of heavy reading and typing are required.
•Ability to lift 30 pounds when working with file boxes.
•Ability to climb ladders, staircases, work on uneven terrain.
•May come into contact with hazardous waste/materials.

•Valid driver's license
•Occasional travel required
•May be required to travel and stay overnight in remote areas
