The Idaho Public Utilities Commission (IPUC) has an exciting new opportunity for a full-time Technical Records Specialist 2 in Boise on the State of Idaho Chinden Campus, located at 11331 W. Chinden Blvd, Building 8.
The Commission regulates investor-owned or privately-owned utilities that provide gas, water, electricity, or some telephone services for profit as well as overseeing the safe operation of railroads and enforces state and federal regulations safeguarding the transportation of hazardous materials by rail.

Summary:
This position will provide technical and administrative support for the IPUC. This position will be responsible for issuing the various legal proceedings of the IPUC to the appropriate companies and parties, ensure all information is generated in proceedings is completed, compiled, filed and readily available for staff's use or reference. This position will also maintain a computerized records system as well as physical records. This position must know where to find, explain and apply IPUC rules, regulations, policies, and procedures pertaining to case filings and tariff filings.
Example of Duties:
  • Receive case filings and create new cases following internal processes
  • Ensure that PUC staff follow the modified procedure process and other processes for supervisory review and filing documents
  • Compile, proofread, distribute and file documents developed by staff for commission proceedings
  • Route and track comments, production requests and audit requests through the formal review process
  • Manage reference materials, case documents and filings to be readily available to all PUC staff members
  • Assist PUC staff with data collection, reports, documentation and case management
  • Research and verify that all parties in a case are served orders and notices according to Commission rules
  • Maintain the public utility tariff lists
  • Maintain documents on IPUC's website current
  • Maintain electronic and physical records
  • Provide technical assistance for case and tariff filings
  • Provide assistance to stakeholders regarding questions and concerns on timelines, filings and electronic documents
Minimum Qualifications:
Experience:
  • monitoring record systems to identify and correct errors
    • Typically gained by at least one year of work experience monitoring records systems, identifying problems and correcting errors
  • interpreting, explaining, and applying laws, regulations, and complex policies for multiple or highly specialized programs
    • Typically gained by one-year work experience interpreting and applying a variety of difficult rules, regulations, or policies to determine compliance or eligibility and explaining decisions to others. Decisions are complex and can affect the social or economic wellbeing of others or will result in a service or action being denied.
  • analyzing information and researching a variety of sources to identify and resolve problems or issues
    • Typically gained from at least one year of experience performing extensive research and analysis of highly complex or technical material requiring in-depth program knowledge in order to determine if requirements were met and if they complied with established laws and/or policies
  • dealing with individuals from varying cultural and socio-economic backgrounds in stressful situations
    • Typically gained by at least one year of experience dealing with individuals from varying cultural and socioeconomic backgrounds in stressful situations which dealt with personal, sensitive, or confidential information
  • entering and retrieving data using a computerized record system
    • Typically gained by at least 6 months of experience in a work setting where I was required to enter and retrieve data in a database records system or other computer records system.
  • composing and proofreading business correspondence
    • Typically gained from at least 1 year of office experience which required composing and proofreading a variety of business documents on a regular basis; OR , successfully completed at least 1 college-level English composition or business English class AND have 6 months of experience composing business documents.

  • Ability to understand and follow specific processes and procedures
  • Ability to manage one's own time and prioritize workload accordingly
