This position serves as the Lead Developer supporting the Illinois Department of Public Health (IDPH). In this role, you will develop Project Plans, System Diagrams, Program Design Specifications, Audit Trails, Control Procedures and the coding and testing of computer programs and systems. In addition, you will consult with both internal and external user representatives to develop information technology solutions to existing or prospective applications of high complexity. This position serves as lead worker, assigning, reviewing, training and providing guidance to assigned staff. Essential Functions

30% 1. Under administrative direction, serves as the Lead Developer for the Department of Innovation & Technology (DoIT) supporting Illinois Department of Public Health (IDPH):
  • Performs complex and specialized development and analysis functions.
  • Develops Project Plans, System Diagrams, Program Design Specifications, Audit Trails, Control Procedures, and the coding and testing of computer programs and systems utilizing JAVA Web Applications, Object Oriented Programming techniques, JAVA application development tools, SQL Server, IBM DB2 Databases, Business Intelligence Tools, and Business Objects.
  • Adapts and applies general policies or procedures along with new methods devised to meet frequently changing and new requirements.
  • Interprets data and/or procedural applications to address problems and situations that are not clearly defined.
25% 2. Consults with both internal and external user representatives to develop information technology solutions to existing or prospective applications of high complexity:
  • Performs feasibility studies to determine the practicality of revising existing systems or developing new systems of high complexity and provides recommendations to management.
15% 3. Creates and modifies the requirements and design documents:
  • Creates specifications, procedures, records, report formats and forms layout for applications of complexity:
  • Assists in the creation of logical data designs.


Essential Functions Continued

10% 4. Develops and coordinates training for staff on the use of the computer programs and software for the projects deployed.

10% 5. Serves as lead worker:
  • Assigns and reviews work.
  • Provides guidance and training to assigned staff.
  • Advises immediate supervisor regarding performance of staff.
5% 6. Keeps abreast of new developments in the Application Development field:
  • Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Attends demonstrations and exhibitions related to assigned operations.

5% 7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

1. Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
2. Requires three (3) years of professional experience in Application Services or a related Information Technology field.

Specialized Skills

1. Requires three (3) years of professional experience developing JAVA J2EE web applications, Object Oriented Programming techniques, JAVA application development tools and software development methodology tools.
2. Requires three (3) years of professional experience with SQL Server or IBM DB2 Databases.
3. Requires three (3) years of professional experience with Business intelligence Tools.

Preferred Qualifications (In Order of Significance)

1. Three (3) years of professional experience developing JAVA J2EE web applications, Object Oriented Programming techniques, JAVA application development tools and software development methodology tools.
2. Three (3) years of professional experience with SQL Server or IBM DB2 Databases.
3. Three (3) years of professional experience with Business intelligence Tools.
4. One (1) year of working knowledge in ASP.NET, .NET framework with Visual Basic, C# and Team Foundation Server.
5. One (1) year of professional experience gathering user needs and requirements for complex system conversions and enhancements.
6. Ability to analyze data logically and exercise sound judgment in designing and evaluation problems of an operational or procedural nature.
7. Working knowledge of the methods, procedures, and techniques of conducting feasibility studies for system conversions and enhancements.
8. Ability to coordinate the activities of work associates to achieve desired results.
9. Developed verbal and written communication skills to present technical information to others with clarity and precision.
