This position serves as a Programmer/Analyst, performing difficult and specialized professional application development services work for the mainframe team and Client Systems Disbursements Unit for the Illinois Department of Human Services. In this role you will analyze, write, debug, test and document new programs or update existing programs utilizing MVS, JCL, COBOL, EasyTrieve Plus, DB2, and Xpeditor. You will Interview system users to determine technical needs or desires. In addition, you will provide technical assistance to lower level professional staff on new or revised systems. Essential Functions

30% Under general direction, serves as a Programmer/Analyst for the Department of Innovation & Technology (DoIT) supporting the Illinois Department of Human Services (DHS):

  • Performs difficult and specialized professional application development services work for the mainframe team and Client Systems Disbursements Unit.
  • Analyzes, writes, debugs, tests and documents new programs or updates existing programs utilizing MVS, JCL, COBOL, JCL, EasyTrieve Plus, DB2, VSAM and Xpeditor.
  • Evaluates test results to determine feasibility of conforming to desired system objectives of Disbursements EBT systems.

25% Prepares system flowcharts and system program and program documentation.

  • Conducts program tests and evaluates results.
  • Analyzes and diagnoses system issues.
  • Recommends revisions as related to the Disbursement EBT application system

20% Interviews system users to determine technical needs or desires:

  • Conducts comprehensive studies and analysis of related user needs to determine technical needs based on departmental policy of TANF, SNAP, KIDCARE, AABD, and GA in relation to the Disbursement EBT application systems.
  • Presents information to others with clarity and precision.

Essential Functions (cont.)

15% Provides technical assistance to lower level professional staff on new or revised systems:

  • Prepares plans for system development, implements systems, monitors usage and assists system users.

5% Keeps abreast of new developments in the Application Development field:

  • Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Attends demonstrations and exhibitions related to assigned operations

5% Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to four (4) years of college with coursework in computer science or directly related fields.

  • Requires one (1) year of professional work experience in Application Services or a related Information Technology Field.

Specialized Skills

  • Evaluates test results to determine feasibility of conforming to desired system objectives of Requires one (1) year of professional experience in application development working with MVS COBOL, JCL and DB2.

Preferred Qualifications

  • One (1) year of professional experience in application development working with MVS COBOL, JCL and DB2.
  • Working knowledge JCL, COBOL, DB2, and VSAM databases and online and batch programming
  • Ability to analyze and diagnose system issues and coordinate efforts to resolve.
  • Developed verbal and written communication skills to present information to others with clarity and precision.
  • Ability to gain and maintain satisfactory working relationships with others.
