State of Iowa - Executive Branch is Hiring an Accounting Technician 3 Near Des Moines, IA

Job DescriptionIowa Workforce Development is seeking to fill an Accounting Technician 3 position in our Accounting and Finance Division at our 1000 E Grand Ave., Des Moines, IA office.
The Accounting Tech 3 is a junior role within Iowa Workforce Development's (IWD) Division of Accounting and Finance team. The Accounting Tech 3 plays a vital role in ensuring the IWD Programs and Department of Administrative Services/State Accounting Enterprise (DAS SAE) accounting policies are being followed by reviewing co-workers work and managing deadlines.
The ideal candidate will be able to think critically, have a general understanding of IWD programs, and DAS SAE accounting policies, manage multiple priorities, adhere to deadlines, and communicate effectively with various audiences.
Accounting Technician 3 Responsibilities IncludeAccounts PayableAssist the Accounting Bureau Chief in general Accounts Payable functions.
  • Review, process, and make payments for IWD agency payables and grants.
  • Review and input invoices received into the stat’s accounting system (I/3).
  • Determine if documents meet all eligibility requirements in accordance with state and DAS SAE processing rules.
  • Process payments in accordance with IWD, state of Iowa, and federal policies.
  • Provide training to Accounting Technician 2 staff and determine issues to escalate to the Accounting Bureau Chief.
TravelAssisting the Accounting Bureau Chief in general day to day oversight of travel payments.
  • Review and approve in state and out of state travel within Workday ensuring travel claims are accurate, contain all required documentation and the claims are in compliance with DAS/SAE travel policies.
  • Understanding of DAS SAE rules regarding allowable reimbursement rates and documentation is required.
  • Provide appropriate guidance and feedback to original submitter of travel claim of why a travel claim is rejected and what corrective action is needed to process.
Pre-Audit Level 5You will provide back up to Pre-Audit Level 5
  • Audit financial transactions of accounting personnel, including pre-audit functions for the agency’s expense claims.
  • Understanding of rules and regulations of pre-audit functions on decisions relevant to each type of document being pre-audited.
  • Ensure claims are checked for compliance according to pre-audit rules, State Accounting policy requirement, and federal rules and regulations.
  • Provide guidance and feedback to original submitter of claim to give clear description and reason of why the claim was rejected and what corrective actions are needed.
TradePartner with Trade Adjustment Assistance Workforce Coordinator and staff to ensure adequate documentation is received by Financial Management on contractual agreements, obligations, and claims submitted and have knowledge of rules which applies to programs to ensure documentation received is in compliance with both State and Federal guidelines.

Hours of Work: Monday – Friday 8:00am-4:30pm. Hybrid telework and alternate work schedule opportunities for eligible classifications after 6-months of employment has been completed.

Minimum Qualification RequirementsGraduation from high school or G.E.D equivalency and experience equal to five years of accounting work involving compilation, tabulation, examination, verification or recording of financial, statistical or related fiscal program data using elementary bookkeeping principles and practices;
OR
completion of a post-high school accounting curriculum from an accredited vocational, technical, business or community college, with at least twenty semester hours of accounting coursework;
OR
an equivalent combination of education and experience, substituting one year of clerical office work for each year of the required education;
OR
an equivalent combination of education and experience, substituting thirty semester hours of accredited post high school education in Business, Accounting or a closely related curriculum for each year of the required experience;
OR
employees with current continuous service in the state executive branch that includes experience equal to one year of full-time work as an Accounting Technician 2.
