State of Iowa - Executive Branch is Hiring a Budget Analyst 4 Near Des Moines, IA

Job DescriptionAre you a detail-oriented financial professional with a passion for public service? The State of Iowa Department of Administrative Services (DAS) is seeking a highly skilled Budget Analyst 4 to join our team. This role offers the opportunity to make a significant impact on the financial health and operational efficiency of various state enterprises and agencies. Key Responsibilities
  • Fixed Assets and Cost Allocation: Maintain fixed assets inventory and develop comprehensive statewide indirect cost allocation plans and Generally Accepted Accounting Principles (GAAP) packages for assigned enterprises/agencies.
  • Audit Support: Collaborate with the State Auditor’s Office during annual audits, addressing audit comments and developing appropriate responses.
  • Budget Preparation: Prepare annual budgets for assigned enterprises/agencies, ensuring compliance with state laws and sound budgeting practices.
  • Salary Projections: Project salaries for upcoming budget years using known wage and benefit increases, and develop reliable assumptions based on historical data when necessary.
  • Financial Analysis: Provide in-depth financial analysis, program evaluation, and management analysis related to budget formulation, program operations, control of appropriations, and statewide accounting and payroll operations.
  • Operational Studies: Conduct and participate in studies and surveys of enterprise/agency methods and procedures, preparing comprehensive reports with actionable recommendations.
  • Legislative Analysis: Analyze proposed legislation for potential fiscal and operational impacts, and prepare detailed fiscal notes.
  • Pricing and Cost Allocation: Develop and implement equitable methodologies for pricing services and allocating indirect costs.

This is a non-merit position with the Iowa Department of Administrative Services. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise. Only applicants who meet the Minimum Qualification Requirements and meet all selective requirements (listed below) will be placed on the eligible list. Selectives002 Accounting6 months’ experience, 12 semester hours, or a combination of both in accounting or the accounting field. Accounting is the measurement, processing, and communication of financial information about economic entities which includes individuals and businesses.
AND058 Budgeting 6 months’ experience, 12 semester hours, or a combination of both in preparing, analyzing budgets; and providing advice/technical assistance with cost analysis, fiscal allocation, and budget preparation.
Minimum Qualification RequirementsApplicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
  • Graduation from an accredited four-year college or university with a degree in accounting, finance, or business administration, and experience equal to five years of full-time work in professional budget analysis or fiscal management.
  • Nine years of full-time work experience in professional budget analysis or fiscal management.
  • A total of nine years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in accounting, finance, or business administration equals one year of full-time experience.
  • Current, continuous experience in the state executive branch that includes one year of full-time work as a Budget Analyst 3 or two years of full-time work as a Budget Analyst 2.
