MINIMUM QUALIFICATIONS:
A baccalaureate degree plus five years of professional experience in administrative services, economics, public health, public relations, program evaluation,social services, or health services.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
Graduate training with eighteen semester hours in one or any combination of the following fields will substitute for a maximum of one year of the required experience on the basis of thirty semester hours for one year of experience: public health; public relations; counseling; social work; psychology; rehabilitation services; economics; business, public, or health administration.
A master's degree in the above fields will substitute for one year of the required experience.
A Juris Doctorate will substitute for one year of the required experience.
Graduate training with less than a Ph.D. will substitute for a maximum of one year of the required experience.
A Ph.D. in the above fields will substitute for two years of the required experience.
Specialized degrees will substitute for a maximum of two years of the required experience.
NOTES:
Health services are defined as nursing service, ancillary services (radiology, medical laboratory, pharmacy, etc.) and medical services.
Examples of public health jobs include sanitarian, public health engineer, and public health epidemiologist.
NOTE:
Any college hours or degree must be from an accredited college or university.
FUNCTION OF WORK:
To administer the largest and most complex social service program(s) or programmatic support activities.
LEVEL OF WORK:
Administrator.
SUPERVISION RECEIVED:
Administrative direction from a Deputy Secretary or other higher level personnel.
SUPERVISION EXERCISED:
Direct over Program Manager 3-Social Services. May exercise supervision over lower level staff essential to the program.
LOCATION OF WORK:
Predominately at the Department of Children and Family Services.
JOB DISTINCTIONS:
Differs from Program Manager 3-Social Services by the presence of responsibility for the largest and most complex social service program(s).
Differs from a Deputy Assistant Secretary 1 by the absence of responsibility administrative authority for all agency programs.

Formulates current and long-range plans and policies for the assigned program(s).
Serves as program expert and advisor to executive-level staff.
Maintains program responsibility by administering policy development activities and programmatic support functions necessary to support statewide client services.
Serves as a primary contact and interface with federal partners.
Directs studies and special projects pertaining to the programs assigned.
Revises rules, regulations, and procedures to meet changes in law or policy.
Develops and monitors budget recommendations for personnel, services, equipment and materials.
Analyzes the impact of federal, state, and local legislation; advises agency officials, prepares position statements, presents testimony at hearings, and writes legislation.
Meets with government officials, private officials, professionals, and others on matters pertaining to the program(s).
Maintains records, prepares reports, and conducts correspondence relative to the assigned programs.
Conducts staff meetings and conferences with assistants to discuss operating programs, organization, budgetary matters, personnel matters, technical problems, and the status of projects or programs.
