IntroductionThis is a position specific recruitment for the Maryland Department of Natural Resources, Engineering and Construction. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of JobThe purpose of this position is to provide fiscal support and general administrative; serve as manager of the E&C Fleet and Telecommunications program; Human Resources Management and assist the Chief of Administration and Procurement Officer with the DNR departmental wide maintenance contract procurement program.
POSITION DUTIESThe Department of Natural Resources, Engineering & Construction Unit, Annapolis, Maryland, is currently accepting applications for an Administrative Officer II under direction of the Chief of Administration.
Provides general, fiscal and administrative support to the E&C agency. Coordination of the state corporate card program; processing gift acceptance forms; procurement including preparation and monitoring of requisitions, purchase orders, contracts, MOU's etc.; processing of invoices and payment authorizations; review and approval of travel/training requests including working fund advances and petty cash/expense account reimbursements; and guidance and instruction to program staff regarding all the aforementioned. Responsible for all miscellaneous transactions moving corporate card charges from operating budget to capital budget. Assists in the awarding ofcontracts by conducting bid openings for bids under $50,000 and receiving and confirming emailed bids forprojects under $25,000. Incumbent uses ADPICS portion of FMIS to facilitate the procurement process. Responsible for publishing notice of award in eMarylandMarketPlace.
Responsible for managing and processing all personnel actions for hiring, reclassification, transfers, retirements, employee roster and organizational chart. Guides and makes recommendations to Program staff on the proper procedures for the completion of all personnel related transactions. Accurately completes documents to submit to Human Resources Service for processing. Maintains secure confidential personnel documentation for hiring salary, disciplinary actions and termination.
Serves as manager of the Engineering and Construction telecommunications program and Fleet Management.
Minimum QualificationsEducation: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Two years of administrative staff or professional work.
Notes
  • Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
Selective QualificationsApplicants not using a substitution to meet the minimum qualifications, must have one year of experience performing job duties related to the fields of procurement. (*job duties must be clearly described in your application to receive credit) Desired Or Preferred Qualifications
  • One year of experience implementing procurement via the Advanced Purchasing and Inventory Control Systems(ADPICS).
  • One year of experience developing blanket purchase orders, direct purchase orders, and requisitions.
  • Experience using Microsoft Office Suite and Google.
  • Experience reviewing and analyzing purchase requisitions and determining the minimum vendor requirements and the most appropriate procurement method to use, in accordance with State Procurement laws, regulations and procedures.
  • Knowledge and experience in personnel with issues regarding employee leave, timekeeping, and other payroll and Human Resource (HR) matters.
LICENSES, REGISTRATIONS AND CERTIFICATIONSEmployees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
Special RequirementsEmployees in this classification who have not done so already must obtain and possess certification as aProcurement Professional from the Maryland Department of General Services within one year of appointment.
