POSITION DUTIESAudit and inspect all adult places of correctional confinement in the State of Maryland, including private home detention agencies, for compliance with mandatory regulations. The Commission audits 50 facilities and five private home detention monitoring agencies in the State of Maryland. The facilities are scheduled on a three-year cycle and the private home detention monitoring agencies are scheduled on an initial six-month to two-year cycle. The audit cycles require overnight travel one-three times per month and audits may be two-five days in length.
  • Participate in, and serves as chair (audit team leader) of, audits of adult correctional facilities and private home detention agencies to determine levels of compliance with standards addressing life, health, safety and constitutional issues by traveling to correctional institutions throughout the State and reviewing facility operations and documentation.
  • Coordinate pre-audit and on-site activities with junior staff persons and volunteer inspectors.
  • Communicate in writing and by telephone directly with sheriffs, wardens and correctional administrators.
  • Write comprehensive audit reports, and presents oral summations of such reports before members of the Commission on Correctional Standards.
  • Conduct monitoring visits and evaluates materials/documentation submitted by facilities/agencies to demonstrate compliance with deficiencies.
  • Attend public and administrative meetings and professional conferences to participate in discussions about standards-related issues by answering questions and providing information.
  • Provide technical assistance to correctional and contract personnel to aid in their efforts to comply with the applicable regulations by making recommendations to improve facility operations.
  • Assist in development of annual reports and developing and/or tracking internal agency reports.
Minimum QualificationsApplicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.
Education : Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience : Three years of administrative staff or professional work.
Notes
  • Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
Desired Or Preferred QualificationsPreference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
  • Experience conducting audits to determine levels of compliance for state or local correctional facilities, as an auditor, team lead and/or investigator.
  • Experience preparing audit reports and or annual publications regarding compliance with state laws, regulations and/or standards.
  • Proficiency using Microsoft Suite with Word, Excel, and PowerPoint and Google Workplace with Gmail, Drive, Calendar and Meet.

LICENSES, REGISTRATIONS AND CERTIFICATIONSEmployees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
