Main Purpose of Job

The Executive Office Unit is responsible for providing administrative support to the child welfare and adult services program staff located within the Social Services Administration (SSA) and, to a lesser degree, at the local departments. As such SSA Central Services staff serve as liaisons between Social Services staff and staff within the Budget and Finance arena, Contracts and Procurement, Legislation, etc. The position must have a working knowledge of all of these areas in order to direct the flow of work and the establishment of procedures to ensure that items are tracked and handled so that SSA functions efficiently and effectively to support the delivery of services for Maryland’s children, families and adults.
This is a Management Service position that serves at the pleasure of the Appointing Authority.

POSITION DUTIES

  • Provides technical assistance to SSA Executive Director and Program Managers for all fiscal matters concerning child welfare and adult services funding, charging, cost allocation, and budgeting.
  • Oversees Allocated funds to the Local Departments and Monitor expenditures. Prepare quarterly expenditure reports for management on numerous SSA funding responsibilities including, but not limited to, Super Flex Funds, Chafee Independent Living Flex Funds & SILA charges, Payments & Subsidies, Supportive Services Expenditures, Resource Homes Funds, Respite Care Expenditures, SSA State Summary, Family-Centered Practice Funds, IV-E Waiver, etc.
  • Supervises SSA State’s annual Budget Request(s), Budget Defense and clarifications, and Budget Hearing Packages.
  • Prepares LDSS Staffing Analyses to examine positions charged to Local Child Welfare Services, how these CWS positions are functioning within the local departments, the number of positions filled and vacant in each jurisdiction, and the number of positions needed based on the caseload as reflected in CJAMS and reported by SSA Research.
  • Supervises the compilation of information and data in response to numerous surveys and inquiries received by the agency from national organizations, the federal government, the Department of budget Management and through Public Information Act requests.
  • Oversees the annual Social Services Block Grant (SSBG) Pre- and Post- Expenditure Reports as required by federal regulations.

MINIMUM QUALIFICATIONS

Education: A bachelor's degree from an accredited college or university in Business, Business Administration, Program Administration or a similar closely-related major.
Experience: Two or more years of supervisory experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:
  • Two years of experience preparing and/or overseeing a budget in a government agency.
  • Two years of experience using Financial Management Information System (FMIS), R-STARS and ADPICS.
  • Certified public accountant

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
  • Annual Leave - ten (10) days of accumulated annual leave per year.
  • Sick Leave - fifteen (15) days of accumulated sick leave per year.
  • Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
  • Holidays - State employees also celebrate at least twelve (12) holidays per year.
  • Pension - State employees earn credit towards a retirement pension.
