IntroductionThe Maryland Department of Labor (MDOL)/Division of Unemployment Insurance (DUI) is accepting applications from candidates for the position of Program Manager Senior, III with a functional title of Director of Maryland Unemployment Insurance Benefits Division. GRADE25

Main Purpose of JobThe Director of Benefits is a senior staff member reporting to the Deputy Assistant Secretary of the Department of Unemployment Insurance (DUI). The Director oversees and provides technical guidance; and supervision for federally funded unemployment compensation programs in Maryland, administered by the Maryland Department of Labor in accordance with U.S. Department of Labor’s rules and regulations. Programs under the guidance, control, and/or supervision of the Director of Benefits includes the Maryland State Unemployment Benefits, Reemployment and Special Programs, Disaster Unemployment Assistance, Unemployment Compensation for Unemployed Federal Civilian Employees, Unemployment Compensation for Ex-Service Members, Combined Wage Claims, Interstate Claims, Emergency Unemployment Compensation, and Benefits Payment Control.
POSITION DUTIESResponsibilities of the Director of MDOL/ Division of Maryland Unemployment Insurance (DUI) are as follows:
This position will provide leadership and direction to the day-to-day operations of MDUI's benefits functions.
  • Manages the technical program and operation of MD unemployment benefit programs this includes oversight of DUI call centers and collection activities.
  • Managing the strategic planning for the benefit division to ensure that staff priorities align with the Maryland Unemployment Insurance Division and the agency's missions.
  • Coordinating the development, evaluation, and training of policies and procedures for the processing, review, determination, and payment of claims for Unemployment benefits.
  • The director of the program is expected to direct, and coordinate quality assurance and quality control activities to assess the quality, accuracy, and timeliness of benefits program functions
  • At time is required to prepare proposals on Maryland Unemployment matters for legislation for changes to state and federal statutes
  • Advises the Assistant Secretary and Deputy Secretary on benefit policies and legislative matters, and activities impacting benefits division function.
  • Establishing and maintaining effective working relationships with agency and departmental administrators, state officials, legislators, and the public.
  • Develop responses for state and legislative reviews and audits and take part in program reviews by the US Department of Labor.
  • Reviewing and approving modifications to the Maryland Unemployment Insurance Benefits System (BEACON) and recommending other system improvements needed to best serve customers.
Minimum Qualifications Education: A bachelor’s degree in business administration, Public Administration from an accredited college or university.
Experience: Seven years of experience in administrative staff or professional work. Two years must have included one or more of the following: experience managing or leading teams, overseeing and coordinating the general operations of a unit, applying rules and regulations, or taking responsibility for developing policies or procedures.
NotesCandidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year to year basis for the required education and experience.
Selective QualificationsApplicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.Two years’ experience managing or leading teams.

Special RequirementsAll candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to MDOL/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
