Main Purpose of JobThis senior management level position serves as the Director of Treatment and Recovery Services Division within the Behavioral Health Administration (BHA). The focus of the Treatment and Recovery Division is to provide statewide oversight of behavioral health treatment and recovery services across the lifespan. The Treatment and Recovery Director is responsible for providing managerial oversight and supervision to a team of professional staff overseeing mental health, substance related public services for all ages and a variety of specialized programs and services funded through Medicaid fee-for- service funding and/or federal (over $83 million annually) and state grants. This includes a wide variety of program services for special populations which currently include women, adults, homeless, deaf and hard of hearing, trauma, disaster, specialized criminal justice initiatives, traumatic brain injury, evidence-based practices, substance use treatment and recovery services for adults and older adults, opioid treatment programs and other initiatives.
This position provides direct supervision to the Assistant Director of Treatment and Recovery, a Senior Treatment and Recovery Manager, and an administrative aide. This position also provides leadership to a team of professional staff positions under the supervision of office directors: Office of Treatment Services, Gender-Specific Services, Criminal Justice Services, Older Adults and Long-term Services and Supports, and Evidence-based Practices, Housing and Recovery Supports
Minimum QualificationsQualified candidates must possess a bachelor's degree from an accredited college or university and at least 5 years of experience leading behavioral health services, at least 5 years of experience managing program budgets over $5 million dollars, including at least 3 years of supervisory or managerial experience.
Additional experience leading behavioral health services may be substituted at the rate of 30 credit hours for 1 years of experience, up to 4 years.
Desired Or Preferred QualificationsPreferred candidates should possess the following:
  • Knowledge of Maryland's Public Behavioral Health System;
  • Knowledge of federal grants; Oversight of grant funds in the millions
  • Experience with the legislative process and policy implications for behavioral health
  • Experience managing teams in a large matrixed environment with competing deadlines
