Introduction
Maryland's Family and Medical Leave Insurance (FAMLI) program makes sure all workers in Maryland have paid time off for medical and family reasons. FAMLI is a social insurance system covering 2.8 million workers and 180,000 employers, delivered as a digitally native, public-facing service. We're in the early stages of building something as big and as far-reaching as unemployment insurance or a new health department. We know that delivering services primarily through a website, over the Internet, is a new way of doing business in government.
The Human Capital Strategy Lead will equip FAMLI to effectively deliver paid leave to Maryland workers by facilitating talent acquisition and organizational growth. As the first hire of the Human Capital Strategy team, the Lead will have the opportunity to build a team that focuses on a number of exciting human capital challenges that come with a new, fast-growing organization, such providing guidance and support to managers in hiring and performance management; assessing workforce gaps and identifying strategies to address them; and creating and implementing strategies for creating a culture that attracts and retains excellent employees.

Main Purpose of Job

The Human Capital Strategy Lead is a senior leader within the Family and Medical Leave Insurance (FAMLI) Division at the Maryland Department of Labor, that leads the Human Capital Strategy team. The Human Capital Strategy team plays a pivotal role in ensuring the efficient scaling of operations to fulfill FAMLI's mission. The Human Capital Strategy Lead will drive their team toward the development and execution of strategies to enhance organizational capabilities, processes, and structures to support sustainable growth, and optimize efficiency, resource utilization, and performance across the FAMLI Division. The Human Capital Strategy Lead will collaborate with directorates and teams across the FAMLI Division to identify capacity gaps, implement solutions, and foster a culture of continuous improvement.

POSITION DUTIES
Duties of this position include but are not limited to:
•Analyzes current organizational capacity across various functions, including personnel, technology, and resources;
•Collaborates with Division Directors and Leads to assess and develop plans for future capacity needs;
•Designs and executes plans to optimize resource allocation and utilization, ensuring efficient operations and maximum productivity;
•Liaises with other Department of Labor divisions to integrate existing workforce solutions to the FAMLI Division;
•Develops diversity and equity targets for the leadership team and a strategic plan for ensuring the recruitment and retention of a diverse workforce;
•Identifies opportunities for organizational development, such as leadership development, skills development, and employee engagement;
•Leads FAMLI through implementing capacity enhancement initiatives, including process improvements and technology solutions;
•Monitors and evaluates the effectiveness of organizational performance efforts, tracking key performance indicators and adjusting strategies as needed;
•Provides guidance and support to Division supervisors in identifying and addressing capacity-related challenges;
•Assesses, recommends, and supports delivery of professional development and training programs to meet capacity needs;
•Identifies capacity constraints, bottlenecks, and inefficiencies within the organization's operations, and develops solutions to resolve them;
•Establishes Human Capital Strategy team goals and standards to meet objectives and oversees their achievement;
•Determines organizational structure and staffing needs of Human Capital Strategy team;
•Plans, coordinates, supervises, and evaluates the work of subordinates; and
Oversees and manages the personnel and financial resources of the Human Capital Strategy team.

MINIMUM QUALIFICATIONS
Experience:

Minimum of 7 years of professional experience, including people operations or human resources.
DESIRED OR PREFERRED QUALIFICATIONS
•Experience in hiring, people operations, or human resources in organizations undergoing rapid growth.
•Strong decision-making and prioritization skills.
•Experience building alignment with stakeholders.

SPECIAL REQUIREMENTS
All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
