Main Purpose of JobThis position provides leadership and managerial oversight of program operations, establishing standards, goals and schedules for Child Support staff, including the Young Fathers/Non-Custodial Parent Employment Program (NPEP) staff. Other duties include establishing and maintaining procedures and controls to evaluate efficiency, effectiveness, and quality of services for the Child Support Programs. The incumbent must work to ensure the integrity of child support programs through adherence to internal control requirements, maintenance of records, and completion and use of required reports and participation in audits/reviews.
POSITION DUTIESLeadership And Direction
  • Direct, coordinate, plan and supervises all activities of the Child Support and Young Fathers/Non-Custodial Parent Employment Program (NPEP)
  • Oversees program implementation. ensures compliance with Federal, State, and local laws, regulations, policies and procedures.
  • Develops operating and program budgets and provides fiscal management of service and grant programs. Monitors budgets fur full utilization in accordance with policies and procedures.
Supervision And Staff Development
  • Provides supervision to all Child Support Staff and other direct report staff. Plans, coordinates, supervises, and evaluates the work. Provides for staff development. This includes planning for training of workers and providing instruction in routine practice and procedure to improve service delivery; seeking and promoting opportunitie4s to obtain professional development opportunities.
Minimum QualificationsEducation: A Bachelor’s degree from an accredited college or university.
Experience: Eight years of experience in administrative, professional or technical work, three years must have involved supervision of other employees or exercising responsibility for program development.
Notes
  • Candidates may substitute graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for up to two years of the required general experience.
  • Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year-for-year basis for the required education.
  • Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two years must have been in an administrative supervisory or consultative capacity.
Desired Or Preferred QualificationsPreference will be given to applicants who possess the following preferred qualifications. Include clear and specific information on your application regarding your qualifications.
  • Three years of Child Support Program experience.
  • Two years of Child Support Supervisory experience.
  • One year of experience with Child Support Management Systems (CSMS).

  • Personal Leave - new State employees are awarded six (6) personal days annually (prorated based on start date).
  • Annual Leave - ten (10) days of accumulated annual leave per year.
  • Sick Leave - fifteen (15) days of accumulated sick leave per year.
  • Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
  • Holidays - State employees also celebrate at least twelve (12) holidays per year.
