POSITION DUTIES

Are you looking for an opportunity to join an exciting team of professionals and make a contribution to a major modernization project? The Comptroller of Maryland, Revenue Administration Division is seeking to fill an IT Functional Analyst II position in the Project Management Office.
The main purpose of this position is to assist with the coordination of system design, testing and implementation for hardware and software application upgrades; promote overall business processes optimization; develop queries using the Data Warehouse and analyzing the data; and assisting with the annual testing of the tax processing software.Please Note: Must be willing and able to work Monday through Friday 8:00 a.m. - 5:00 p.m. with a one hour lunch or 8:30 - 5:00 p.m. with a half hour lunch. May be requested to work evenings, Saturdays and State Holidays during peak periods. This is currently a telework position during the state of emergency in Maryland and could remain so after the state of emergency is lifted.
Please Note: Must be willing and able to work Monday through Friday 8:00 a.m. - 5:00 p.m. with a one hour lunch or 8:30 - 5:00 p.m. with a half hour lunch. May be requested to work evenings, Saturdays and State Holidays during peak periods.

MINIMUM QUALIFICATIONS

Experience: Two years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.

NOTES:

  • Candidates may substitute the possession of an Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems and one year of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms for the required experience.
  • Candidates may substitute the possession of an Associate’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems and one year and six months of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience analyzing and troubleshooting application problems and making recommendations for correction
  • Experience with the MS suite of products
  • Intermediate to advanced proficiency with Excel
  • Experience in creating and using test plans for User Acceptance Testing (UAT)
  • Experience gathering the needs of the business user and working with technical programmer analysts in the design, testing and implementation of software applications to meet those needs
  • Good verbal and written skills and experience communicating with technical customers(programmers, business partners and supervisors)
  • Ability to work overtime when required including before and after regular business hours and some weekends, and to work the hours specified in the interview
