Groundwater Discharge Permits Division

Main Purpose of JobThe Regulatory and Compliance Engineer (RCE) Senior serves as a key State technical and lead Project Engineer in the Groundwater Discharge Permits Division. The Project Engineer serves as the primary subject matter in the reviewing of new and renewal permit applications, drafting, and management of general permit development and for the issuance of municipal renewals and new groundwater discharge permits. Duties include reviewing the project hydrogeologic report and onsite system design, evaluating groundwater quality requirements and treatment systems, addressing emerging contaminants e.g. PFAS in groundwater discharge permits, preparing the groundwater discharge permit, fact sheets, public notices and written responses to comments, meeting with applicants and interested parties, conducting and participating in public meetings, and issuing the discharge permits. The incumbent will draft new and renewal permit requirements and manage the permit project from application through the final decision to issue or deny a permit. Lead duties involve working closely with the division chief as well as compliance staff on issues involving violations of state groundwater regulations. Responds to inquiries from other local and State agencies, the general public, and other interested parties concerning groundwater discharge permit applications. The incumbent will serve as the lead Engineer/architect responsible for training, assigning, reviewing, and the work of lower-level Regulatory and Compliance Engineer/Architects and any other staff assigned to work with them. The lead Project Engineer will also work to integrate elements of MDE’s climate resilience and Diversity, Equity, Inclusion, and Justice (DEIJ) efforts to assist Maryland’s goal of becoming more resilient and to provide greater customer service to disenfranchised communities. The incumbent in this position will involve significant interactions with the public and environmental restoration professionals, both private and at various levels of government (e.g., Municipalities and Counties).
Working Conditions Of The Position Include
  • Work involves exposure to uncomfortable or unpleasant surroundings. Field site investigation for proposed treatment locations. Regular site visits of wastewater treatment plants where unpleasant odors always exist.
  • Work requires the use of protective equipment such as goggles, gloves, masks, etc. Protective equipment such as steel-toe shoes and hard hats may sometimes required during site visits.
The incumbent in this position will be required to drive a State vehicle. If you maintain an out-of-state driving license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.
Minimum QualificationsEducation: A Bachelor's degree in engineering or architecture from an accredited college or university.
Experience: Three years of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory or quality compliance with engineering/architectural standards, practices, principles and methods.

  • Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety or related areas for the required education.
  • Candidates may substitute the possession of a Master’s degree in engineering or architecture from an accredited college or university for up to one year of the required experience.
  • Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements for the required education and one year of the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required experience and education.

  • Strong interpersonal, leadership, planning, and organizational skills;
  • Strong written and oral communication skills to engage with a wide variety of stakeholders, including permittees, environmental groups, the public, federal and local governments, and other State agencies;
  • Technical experience applying State and federal laws and regulations, such as the Clean Water Act, water quality, and other science-based permits, laws, and regulations;
  • Experience with databases such as ICIS, ECHO, NetDMR, and MDE's ETS database.
LICENSES, REGISTRATIONS AND CERTIFICATIONSEmployees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
Special RequirementsEmployees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached.
