Adult Mental Health Initiative (AMHI) are legislated regional organizations that oversee clinical and community adult mental health services and funding to 87 counties and tribal governments. The 19 AMHIs serve as a mechanism for regional collaboration made up of counties and tribal governments to build and operate an effective community-based mental health service continuum across Minnesota. The $100,000,000 annual funding is legislatively allocated and distributed on a statewide equity-based formula which this incumbent will support development, monitoring, compliance, and implementation of, to ensure innovation and accessibility toward AMHIs flexibility to respond to unique populations, needs, circumstances. Responsible to provide diversity and equity lens and commitment to antiracist process.
This position exists to lead as a principle adult mental health specialist to provide statewide policy leadership, direction, and coordination for major statewide service design and implementation. Incumbent will co-lead statewide program planning and grant management technical assistance regarding planning, implementation, and assessment of performance of tribal governments, 87 counties and regional governmental mental health authorities toward improving, integrating, and redesigning their mental health delivery system for adults seeking recovery from serious and persistent mental illness. Adult Mental Health Initiative (AMHI) complex technical assistance required of this position demands understanding of each approved AMHI Budgeting, Reporting and Accounting for Social Services (BRASS) code and statutory guidance related to corresponding evidence based and theory-based practices. The position will work with the Behavioral Health Division to act as a program and policy lead providing guidance and subject matter expertise to internal and external partners. The incumbent will do this by: The employee in this position will support development of and analyze fiscal expenditures, program evaluations and quality indicators to draft data informed recommend improvements to the service delivery system. The employee will provide statewide guidance on mental health evidence-based practices and work with the team on related mental health policy to support an equitable, recovery-oriented system of care. This position is also responsible for providing direction, training, and presentations on Minnesota adult mental health policy to tribal governments, all local mental health authorities, regional planning bodies to ensure that individualized recovery needs are being systemically met. Incumbent will additionally be responsible for the integrated services of Community Support Program (CSP) statewide funding for 87 counties and participating tribal nations.
**Some responsibilities include, but not limited to:**
This position is responsible for leading statewide AMHI Reform efforts and providing direction on Minnesota adult mental health policy to local mental health authorities, tribal governments, and their regional planning bodies to ensure that individual recovery needs are being systemically met.
Serve as a lead grant manager, overseeing and providing guidance to other team members on Federal, State and Tribal AMHI/CSP grants and contracts. Monitor grant and operational budgets and accounting processes to maximize financial resources, meet agency objectives, improve financial management, and comply with grant, federal, state and division requirements and policies. AMHI is made up of 107 contracts and a budget of over $100,000,000 with 20 complex BRASS code allocations.
**Minimum Qualifications**

Three (3) years of providing high-level guidance and oversight for a mental health program supporting tribal governments or other mental health systems.
**Experience must clearly demonstrate:**
Grant manager of federal and state grants and contracts processes.
High-level understanding and of federal, state, and rules, regulations for Mental Health Services, Medical Assistance, or other State Medicaid and Human Services Programs.
Understanding of mental health statewide planning and evaluation methodologies.
Utilizing program software and technology for presentations, interactive video conferencing, and training along with analyzing data to identify measurable program and/or service usage goals.
Understanding of principles of group dynamics to enable problem-solving, promote equity, and consensus building.
**_*Bachelor's degree in social services, psychology, public policy, or another related field may substitute for one (1) year of work experience._**

**Preferred Qualifications**
Knowledge of research and synthesize best practices in integrated behavioral health to assist in the development of equitable research-informed policy.
Thorough understanding of Mental Health Policy.
Skill in synthesizing complex and conflicting points of view and presenting information sufficient to represent another party or viewpoint to facilitate resolution among diverse interests.
Master's Degree in social services, psychology, public policy, or another related field.
