Job Summary

As the Grants Management and Procurement Director you'll lead the purchasing, contracting, and grants management functions and provide short- and long-term planning to assure compliance with laws and procedures.

What you will do:

  • Work with agency leadership to develop compliance policies and procedures ensuring alignment with state and federal laws, as well as Department of Administration (ADM) and Minnesota Management and Budget (MMB) policies
  • Collaborate with the MINNCOR CEO and CFO on the strategic direction of procurement including schedule management, orders, purchases, and logistics
  • Lead and manage the development of the agency’s centralized contracts unit to support better customer service
  • Develop key performance indicators (KPIs) in consultation with managers and supervisors to measure and monitor the success of procurement and grants management functions

Qualifications

Minimum Qualifications

To be qualified for and considered for this position, ensure that your resume contains descriptions of your work experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held.

  • Four (4) years of grants and/or procurement experience in a leadership capacity
    • Leadership experience can include experience as a supervisor, lead worker, team lead, project lead, or completion of a State of Minnesota leadership program (e.g., ELI or SLI), or comparable leadership program
    • A Master's degree in a related field may substitute for 18 months of experience, a Bachelor's degree may substitute for one (1) year of experience
  • Excellent written and oral communication skills
  • Excellent interpersonal and communication skills to establish working relationships with diverse customers

Preferred Qualifications

The following qualifications are strongly desired of applicants seeking consideration for this position:

  • An advanced degree in accounting, finance, business administration, public administration, or a related field
  • Experience establishing procurement or grant procedures and/or policies
  • Knowledge of federal and state procurement and grants management laws
  • Experience with supplier partnerships, contracts, terms and conditions, and business acumen

Physical Requirements

Additional Requirements

The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections’ policy. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.

Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections’ policy. This may include a review of job performance and discipline records.

New employees will be fingerprinted within the first 30 days of employment.
