In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. This position will become a part of DCYF.

Job Summary

As a Policy Analyst, you will be a part of the Policy and Planning Team within the Child Support Division. The purpose of this team is to develop policy; provide legal and policy analysis; coordinate the Division's legislative activity; build and maintain relationships with partners and stakeholders in the child support community; provide legal support to management and staff; and coordinate the Division's long-range planning and priority setting. The team also works closely with MN.IT on automation of policy and with other divisions across the Department as needed. As a recognized subject matter expert, the incumbent is responsible for providing support on issues related to the federal and state child support program with both internal and external audiences.

• Develop and implement statewide child support policies.
• Help maintain and act as publisher for the statewide child support policy manual.
• Research and analyze policy options to determine the issues related to each option.
• Research and analyze, in depth, the programmatic and fiscal impact of proposed state or federal legislation and proposed program or procedural changes.
• Provide leadership and direction to the policy and organizational projects to improve overall efficiency of effectiveness of child support collections and services statewide.
• Act as a subject matter expert to address policy issues and questions sent by county child support offices to the Division's Helpdesk and for questions relating to payment adjustments and policies of the Child Support Payment Center sent by internal staff.
• Analyze policy and legislative proposals to ensure they are enforceable, in alignment with state and federal laws and other program requirements.
• Lead and coordinate stakeholder engagement efforts with county and tribal agencies, private organizations, department policy areas, other state agencies, legislators, and other stakeholders on matters related to child support collections, services, and policy proposals.
• Effectively communicate both verbally and in writing to a variety of audiences, and independently manage workload.

Qualifications

Minimum Qualifications

Three (3) years professional experience providing policy analysis and development. Experience must demonstrate the following:

• Ability to communicate effectively both orally and in writing.
• Ability to identify and evaluate information/data.
• Ability to develop policy and program recommendations.
• Demonstrated research and analysis skills.
• Knowledge of the respective authorities and responsibilities of the federal, state, and local government specific to the child support program.
• Knowledge of statutory construction and interpretation.
• Ability to complete and incorporate equity analyses when developing and policy proposals.
• Experience with Sharepoint.

Preferred Qualifications

• Previous experience working in the child support program.
• Experience using the child support computer system (PRISM).
• Previous work on developing policy proposals and drafting legislation.
• Master's degree in Public Policy, Public Administration, Social Sciences, or health policy related field or a Juris Doctoral degree.
• Variety of experiences working effectively with others from different backgrounds and cultures.
• Previous experience as a SharePoint Administrator or Content Manager.
