Annual Salary Range: $ 52,125 - $106,250

Location: 301 W. High Street, Jefferson City, MO

HOW THIS POSITION SUPPORTS THE DEPARTMENT’S VISION:

This position helps supports the Department’s vision by developing and maintaining strong working relationships with departmental officials, legislators, team members and the general public. This is the Department’s lead budget position.

DUTIES PERFORMED TO SUPPORT THE DEPARTMENT’S VISION:

• Prepare and monitor budget in order to provide information to department executives and establish guidelines
• Prepare supplemental budget requests in response to changing business conditions
• Serve as the Department Liaison to the House and Senate appropriations committees
• Offer testimony and information to legislature in order to secure adequate funding
• Evaluate fiscal notes to determine impact of proposed legislation on bureau, division and department operations
• Analyze data and statistics in order to provide information and make recommendations to management
• Review and monitor DOR/ITSD budget
• Develop and monitor financial and statistical reports of expenditures according to budget allocations/appropriations
• Prepare cost allocation plan
• Participate in statewide teams, conferences, training sessions, and meetings relating to areas of assigned responsibility
• Provide leadership and supervision of fiscal staff
• Other duties as assigned

QUALIFICATIONS:

• Bachelor’s degree in Accounting and five to seven years of relevant work experience (substitutions may be allowed)
• Considerable knowledge of governmental budgeting and the state’s automated budget process
• Comprehensive knowledge of state statutes, rules and regulations
• Knowledge of legislative process
• Ability to testify as an expert witness
• Ability to prepare comprehensive financial reports and to communicate clearly and effectively
• Ability to manage change, provide program management and achieve results
• Ability to develop short and long-range plans that meet established objectives and contribute to the overall goals and mission of the department
• Ability to establish and maintain effective working relationships with departmental officials, legislators, team members and the general public
