The Office of Administration is seeking an attorney to join our legal team in the Commissioner’s Office. OA serves as the administrative and managerial arm of the Governor’s Office and provides services and support to state executive agencies to better serve Missourians and all our customers. This position will provide you an opportunity to enjoy a wide variety of legal work concerning government administration and gain a valuable and rewarding career.
In this position, you will work closely and collaboratively with OA and statewide leadership to provide legal guidance in the areas of personnel administration and labor relations; contracting; information technology; facilities management, design and construction; budget and planning; accounting; prescription drug monitoring; office of child advocate; office of equal opportunity; and general services such as the state’s workers’ compensation program, the legal expense fund, and fleet vehicle management.
The ideal candidate must be a thoughtful advisor who anticipates problems and looks for innovative ways to solve issues and who sees their role as an essential part of OA’s leadership team. The candidate must able to build strong relationships, communicate clearly, possess the right balance of assertiveness and diplomacy, be a good listener, and be fair-minded. This position of public trust requires strong personal integrity and ethics and involves advocating for the best interests of the State of Missouri.
What You’ll Do
  • This position will focus on advising regarding labor relations including negotiation of union contracts, human resources issues, state personnel administration, prescription drug monitoring program, and guidance for the office of child advocate in court proceedings. Other responsibilities may include policy development and review, state purchasing, state budget law, state real estate and construction law, and information technology-related legal issues.
  • You will work collaboratively with the OA legal team, division directors, and department leadership to provide advice, representation for other OA divisions and offices, and perform other responsibilities as assigned by the General Counsel and Deputy General Counsel;
  • Conduct research and prepare legal memorandums interpreting draft legislation, laws, rulings, and regulations for OA leadership;
  • Draft and review administrative regulations, proposed legislation, and other legal documents;
  • Respond to open records requests and subpoenas; and
  • Maintain current knowledge of relevant legislation, case law, and administrative rulings as well as pending legislation and administrative regulations pertinent to the operations of OA and state government.
All You Need For SuccessMinimum Qualifications
  • Applicants must have a Juris Doctorate from an accredited institution and a current license in good standing to practice law in Missouri.
Preferred Qualifications
  • Applicants should have excellent oral and written communication, research, and problem-solving skills;
  • Ability to apply legal principles and specialized knowledge to individual problems;
  • Ability to work well with others and communicate effectively and diplomatically internally and with outside parties; and
  • Ability to effectively prioritize work and close attention to detail.
Successful background check results are required for employment in this position. This may include background checks involving a candidate's name and/or fingerprints and other screenings as needed for the specific position.
