State of Missouri is Hiring a Procurement Supervisor - ISTS Near Jefferson, MO

Procurement Supervisor

Salary : $63,000.00 - $71,000.00 annually

Job Location: This position will be located at the Ike Skelton Training Site, 2302 Militia Drive, Jefferson City, Missouri. State Resources Financial Operations is responsible for providing support to the Office of the Adjutant General, Missouri National Guard

This is a supervisory professional position accountable for managing and overseeing the procurement process for the department. At this level, employees give advice on procurement methods including, but not limited to: identifying and prioritizing needs, assessing the impact of procurement decisions, and developing strategies to mitigate risk. Employees are also accountable for ensuring state policies and guidelines are followed, for training state agency staff, and reviewing state procurements for compliance with statutes, administrative rules, and policies.

What you’ll do:

  • Train and supervise a team of buyers by providing assistance and guidance in solving complex procurement problems, interpreting purchasing rules and procedures, and approving bid documents.
  • Advise and train user agency staff regarding state statutes, regulations, and procedures for the procurement of commodities, IT, and/or services. Coordinate with program staff throughout the department to understand needs and specifications as needed during the procurement process.
  • Procure a wide variety of commodities, services, and/or information technology projects, many of which are highly technical and require complex procurement standards and procedures such as negotiation, including conducting evaluations of bids received and leading evaluation teams of subject matter experts as needed.
  • Determine which method of procurement process is appropriate to initiate and manage each specific procurement’s circumstances. Prepare detailed solicitation documents to solicit proposals from responsible vendors. Conduct meetings and conferences as needed during procurement.
  • Review federal cooperative agreements and provide recommendations to the Division Director related to state activities and expenditures. Help ensure activities and expenditures follow state financial and procurement statute, policy, and guidelines as well as department strategy and objectives.
  • Perform duties with considerable independence, while also showing good situational awareness in involving the supervisor when needed and seeking clarification and guidance when necessary. Generally, receive and incorporate guidance and constructive feedback from supervisor and division/department leadership.

Minimum Qualifications

  • Bachelor’s degree required. (Substitution on the bachelor's degree may be allowed if combined education and experience total 4 or more years of relevant procurement experience and college education)
  • Desirable for the candidate to have 5-7 years of relevant government procurement experience in addition to a Bachelor’s degree.

Preferred Knowledge, Skills, and Abilities

  • Comprehensive knowledge of state statutes and procedures of state government purchasing, specifically State of Missouri laws.
  • Ability to obtain and evaluate competitive bids.
  • Ability to secure, interpret, and analyze technical data, and to exercise sound judgment in arriving at conclusions.
  • Ability to work independently in assessing and managing priorities.
  • Effective written and oral communication
  • Ability to analyze facts, apply identified parameters, and draw conclusions.
  • Self-starter who takes ownership of responsibilities.
  • Organized and detail oriented.
  • Adaptable to change, deadlines, and working with teams.
  • Ability to establish and maintain effective working relationships with co-workers, agency staff, and vendors
  • Experience with computers and desktop applications, including Microsoft Office products and Adobe.
  • Knowledge of SAMII, MissouriBUYS and SharePoint are preferred.
