The State of Nebraska, Department of Health and Human Services is seeking a DHHS Program Specialist for the Division of Behavioral Health. This position serves as a resource and consultant to provide technical assistance/advice to agency staff, Regional Behavioral Health Authorities, and service providers. The Program Specialist position requires collaborating and providing direction across diverse programs/units within DHHS divisions and across the 6 behavioral health regions. The monitor RBHA contracts and budgets, assist in internal and external policy development, regulatory and contractual compliance and auditing processes, system and service development and facilitates monthly contract meetings with RBHA to review contracts and ongoing concerns. DHHS Program Specialist I
Under limited supervision plans and coordinates the development and administration of Nebraska's community-based behavioral health services; serves as a resource and consultant to provide technical assistance/advice to agency staff, Regional Behavioral Health Authorities, and service providers.
The Community Based Services Specialist also manages the day-to-day operational and technical functions of Nebraska's behavioral health system.
This includes performing planning, implementation, monitoring and evaluation of program activities. This position also oversees and directs contracts for the Regional Behavioral Health Authorities. This can include monitoring and recommending actions for contractor performance. The position also monitors service provider program budgets, oversees monthly provider contract billings, and conducts annual audits as directed. Complete other work as assigned. Excellent documentation and organizational skills are a must.
EXAMPLES OF WORK:
Performs program planning, implementation, monitoring and evaluation of program activities to manage the day-to-day operational and technical functions of Nebraska's public behavioral health provider network.
Researches, reviews, analyzes, and interprets federal regulations, federal laws, state laws and their administrative requirements to formulate appropriate policies, procedures and interpretations.
Drafts, develops, and implements policy, procedure and program regulations related to assigned program and ensures staff and service providers are working with uniform guidelines by evaluating and coordinating program policies and regulations.
Explains and clarifies operational practices, policies, procedures, federal and state regulations, contract requirements and activities related to assigned program(s) to agency staff and contractors/service providers.
Assists with desk audits and on-site reviews of service providers and collects necessary data to evaluate, analyze and prepare written reports and recommendations.
Monitors, assesses, and evaluates service provider activities for compliance with policies, procedures, and legal mandates; ensures all contractual requirements are met and in compliance with program standards.
Establishes and maintains liaison with State and federal governmental agencies and local community groups involved with program(s) activities and/or functions.
Requirements / Qualifications:
Minimum Qualifications: Bachelor’s degree, OR equivalent coursework/training, in public administration, social/behavioral sciences, healthcare, human services or other program related field. Professional experience working in a human/social service or health care agency with responsibility for planning or evaluation services, programs or operational policies and practices may substitute in lieu of the educational requirement.
Preferred Qualifications: One or more years of experience in Human Social Service, Behavioral Health Services, Public Health, Public Administration, Healthcare Administration or similar, including budget and audit experience.
Knowledge of, or interest in, Nebraska's public behavioral health services network.
Knowledge of NAC 206, Regional Behavioral Health Authorities, and/or SAMHSA block grants.
Knowledge/Skills/Abilities:
Knowledge of: the principles and practices of public administration; procedure and policy development; methods and techniques of program planning; federal and state laws, rules, regulations and procedures pertaining to behavioral health services, public funds and budgeting methods; principles and techniques of planning, monitoring and evaluating behavioral health programs.
Skill in: interpreting and/or clarifying policy to interested groups
Ability to: plan, organize and direct a major program; work collaboratively on a team; analyze, develop and organize materials; establish and maintain positive relationships with agency staff, service providers/contractors, and community organizations; verbal and written communication; prepare and review technical documents such as action plans, reports, contracts and grants; understand, interpret and apply instructions, laws, rules, policies and procedures pertinent to the program; exercise independent critical thinking skills; maintain liaison with community representatives and other governmental agencies with minimal supervision. Ability to be highly self-motivated.
