State of North Carolina is Hiring an Accounting Technician Near Raleigh, NC

This Accounting Technician III position will function as a specialized Accounting Technician within the Remittance Processing and Other Accounts Receivable Branch. Job responsibilities include:
  • Billing and collection activities for ten Divisions of DHHS including Central Administration. Analyzing all payments received to ensure correct deposit information is given to the Accounting Technician daily.
  • Assists with month end balancing of the North Carolina Financial System, Business Works and daily log distribution and account distribution.
  • Maintains information pertaining to the type of money being received, NCFS accounting distribution, and contact names.
  • Refers delinquent accounts to external agencies such as Wake County District Attorney, State contracted collection agencies, the Department of Justice and the Department of Revenue Debt Setoff Program.
  • Maintains cash receipts logs.
  • Serves as a technician supporting the daily depository, billing and collection processes.
  • Assists supervisor with preparing special reports upon request.
  • Miscellaneous billing between divisions, salary overpayments and payment plan set up for outstanding debts. The position requires considerable judgment and accuracy to ensure all receipts and sales are recorded in accordance with the generally accepted accounting procedures (GAAP) and GASB. It utilizes NCFS, ACTS, Excel and Business Works software. This position will also provide customer service/information to businesses/individuals concerning outstanding debt. About DHHS Office of the Controller: The Office of the Controller sets and interprets all accounting and financial reporting policies and procedures for the Department as authorized by the rules and regulations of the Office of the State Controller and state statutes and executes all accounting transactions for DHHS. The Central Billing Office (CBO) in the DHHS Office of the Controller (OoC), Accounts Receivable Section is responsible for Accounts Receivable, billing, and collections of over $475 million annually for the thirteen Division of State Owned and Operated Healthcare Facilities (DSOHF).   • Knowledge and understanding of general accounting principles and concepts (GAAP)
  • Demonstrated experience with balancing accounts and reconciliations
  • Demonstrated experience with Accounts Receivables
  • Demonstrated experience working with an accounting system such as the North Carolina Financial System (NCFS)/ North Carolina Accounting System (NCAS) or a similar system. Management Preference will be given to candidates with experience with:
  • Strong computer skills in mainframe emulation
  • Demonstrated experience with Microsoft Word and Excel Associate degree in accounting from an appropriately accredited institution, and two years of accounting experience; OR High school diploma or General Educational Development (GED) diploma and four years of experience in accounting work; OR Equivalent combination of education and experience.
