State of North Carolina is Hiring an Administrative Officer II Near Wake, NC

This position currently qualifies for a hybrid telework option with routine office and remote workdays. The Division trusts its employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.
The Division of Soil and Water Conservation (Division) administers a comprehensive statewide program for conserving the state’s soil and water resources. Its mission is to foster voluntary, incentive-driven management of soil, water, and related natural resources for the benefit of the environment, economy, and all citizens. This mission is achieved on private working lands through a partnership approach of federal, state, local and private entities.The Administrative Support Section is part of the NC Division of Soil and Water Conservation and serves as support staff to the N.C. Soil and Water Conservation Commission (Commission), Division Staff and assists the 96 local Soil and Water Conservation District (Districts), composed of 492 appointed and elected officials and their State Association known as the NC Association of Soil and Water Conservation Districts. The Division is staffed by 52 employees and is divided into five (5) program areas –Administration, District Operations, Nonpoint Source Section, Engineering Services, and the Technical Services Section.This supervisory and managerial position is accountable for the division’s general administration, budget and finance, federal cooperative and contribution agreements, human resource management, quality assurance, and operations management. As the division’s Administrative Officer, the position cooperates with division leadership to develop proposals for continuation, expansion and capital budget requests; manages the division’s business and fiscal services and programs including contract and grant management, monitoring, forecasting and advising senior management of trend changes or issues; manages the administrative support services staff; advises senior management on work planning, organizational design, and human resources administration in accordance with applicable federal and state statutes; and is a key participant in the division’s strategic planning and forecasting programs.A skills test will be administered at the time of interview.

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Knowledge of state accounting, budgeting, and purchasing practices.
  • Knowledge of state personnel policies and procedures.
  • Knowledge of cooperative agreements and grants management
  • Knowledge of computer software Microsoft Office applications.
  • Ability to analyze, interpret, and implement policy and procedural guidelines.
  • Ability to handle confidential information discreetly.
  • Ability to communicate effectively both in oral and written form.
  • Ability to establish and maintain working relationships with agency personnel, division staff, officials, and the general public.
  • Ability to prioritize work duties and to work independently to meet deadlines.
  • Ability to plan, assign and supervise the work of subordinate employees.
MANAGEMENT PREFERENCES:
  • Prefer at least three years’ experience working with the state accounting system, NCAS or NCFS.
  • Experience working with federal and state grants and contracts.
  • Experience with state FIORI/ Integrated HR Payroll System. 
You may qualify by an equivalent combination of education and experience, either through years of education or years of directly related experience, or a combination of both.
Bachelor's degree from an appropriately accredited institution and three years of experience in personnel, budgeting, research or administrative management; or an equivalent combination of education and experience.Any employment offer may be less than the maximum of the range due to salary equity with similarly situated employees or the selected candidate's related education and experience.
