State of North Carolina is Hiring an Agency HR Director II Near Wake, NC

This position is Exempt Managerial and is EXEMPT from certain provisions of the State Human Resources Act (GS 126).
The position serves as Human Resources (HR) Director for the North Carolina State Bureau of Investigation (SBI) and oversees the Bureau’s agency-wide HR program which supports over 460 employees. The HR Director is responsible for managing an HR office that includes 7 permanent employees and several temporary staff. The HR Director is responsible for overseeing a wide range of agency-wide functions including but not limited to talent acquisition, classification and compensation, employee relations and dispute resolution, performance management, employee safety and health, employee communications, and professional development for agency civilian employees. The HR Director is also responsible for assuring compliance with all State and Federal human resources and employment policies, plays a principle role in formulating the Bureau’s equal opportunity plan, and works to promote and influence a positive and welcoming agency work culture. The HR Director serves as a liaison and key partner to the North Carolina Office of State Human Resources (OSHR), is responsible for satisfying OSHR requirements and mandates, and is expected to be an engaged member of the State Government HR community. The HR director must closely collaborate with other SBI unit heads with responsibility for special agent recruiting and special agent training, both of which fall outside of SBI's human resources unit. As a member of the SBI leadership team, the HR Director is expected to actively collaborate with fellow senior SBI leaders and offer expertise and input on a wide range of management topics both within and outside of his/her areas of responsibility.
The SBI is responsible for assisting local law enforcement with criminal investigations, working closely with local police, sheriffs, district attorneys, federal investigators, and federal prosecutors. The SBI has statewide jurisdiction and investigates homicides, robberies, property crimes and other serious cases. The agency also has original jurisdiction in drug and arson investigations, election law violations, child sexual abuse in day care centers, and computer crimes against children. SBI Headquarters is located in Raleigh, NC and operates eight geographically distributed district offices throughout the State of North Carolina.This is a full-time position (40 hours per week) with Benefits.

To qualify for this position, applicants must document on the application that they possess ALL the following:
  • Demonstrated human resource management experience at a senior executive level and knowledge of multiple areas of the HR function. 
  • Demonstrated experience with leading change efforts incorporating organizational design, business process improvement or change management models.
  • Strong knowledge of employment law/regulations and associated application.
  • Ability to creatively apply professional knowledge, skill, and ability to strategize, plan, coordinate and administer department human resource programs(s) that identify and proactively respond to trends and their impact on the organization’s short and long range goals.
  • Ability to successfully manage change efforts that encourage and engage staff at all levels in organizational improvement processes and assists in constructively shaping the organization’s culture.
  • Ability to apply the agency's cultural needs to HR policies/processes while maintaining alignment with State HR requirements.
  • Exceptional collaboration skills.
  • Exceptional verbal and written communication skills including strong negotiation and conflict management and/or resolution.
Management prefers applicants that have experience performing HR responsibilities in a public sector setting (e.g., state government, municipal or county government, or a public educational institution).
