The Transportation Systems Management & Operations is responsible for the engineering plans, specifications, and estimates for the successful application, installation, and maintenance of all traffic signals, central computer-based signal systems and Intelligent Transportation System (ITS) technologies installed on the State highway system. The Unit is responsible for the establishment of policy, procedures and standards of work to ensure conformance with Federal guidelines and the General Statutes of North Carolina.

The primary purpose of this position is to manage all functions of the Transportation Systems Management & Operations within the Transportation Mobility & Safety Division. This includes the Signal Design Section, the ITS & Signals Section and the Traffic Systems Operations. This is a managerial and advanced professional position that manages the three diverse, multi-disciplinary and highly technical sections to provide an effective work team. This position ensures the requirements of General Statute 136-30 are met and enforces the consistency and uniformity of traffic signals on the State Highway System. The position directs the Section Heads in all pre-construction activities to provide plans, specifications, and estimates for TIP, Spot Safety and High Hazard Elimination highway contract and State forces construction projects.

This position requires a thorough knowledge of the principles and practices of professional engineering as related to transportation and traffic engineering (i.e., a person who can independently apply engineering principles to produce unique solutions to a variety of difficult engineering problems). The person should have a thorough knowledge of all planning, design, construction and maintenance aspects of traffic signals, traffic signal systems, and ITS technologies, as well as an understanding of current and emerging applications in the area of congestion management. Registration as a professional engineer by the North Carolina State Board of Registration for Professional Engineers and Land Surveyors is required.

Knowledge, Skills and Abilities / Competencies

Qualified Applicants must submit an application that clearly reflects work experience that demonstrates the following:

  • Demonstrated ability to technically oversee all services of Transportation Systems Management & Operations
  • Thorough knowledge of the principles and practices of civil engineering as it relates to traffic engineering, traffic signal design and operation; and ITS design & operations
  • Demonstrated ability to establish and maintain effective working relationships with NCDOT Highway Divisions and Preconstruction Units, local government transportation agencies, private engineering firms, and FHWA
  • Demonstrated experience managing a technical work group; managing personnel; managing project delivery and resource management.
  • Experience supervising permanent employees, contractors and/or consultants
Minimum Education and Experience Requirements

Bachelor’s degree in engineering from an appropriately accredited institution and a minimum of seven (7) years progressive engineering experience including four (4) years of supervisory experience.
Necessary Special Qualifications May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
