Job Duties

About Us:

The Ohio Department of Higher Education is a Cabinet-level agency for the Governor of the State of Ohio that oversees higher education for the state. The agency’s main responsibilities include authorizing and approving new degree programs, managing state-funded financial aid programs and developing and advocating policies to maximize higher education’s contributions to the state and its citizens.

What You'll Do:

Administrative Staff and unclassified pursuant to § 124.11 (A) (30) and § 3333.03 of the Revised Code. Serves at the pleasure of the Chancellor and in a fiduciary capacity to the Ohio Department of Higher Education (ODHE). Reports to the Vice Chancellor, Finance and Chief Data Officer. Has access to confidential and sensitive information and information systems comprised of personally identifiable information as defined by FERPA.

  • Serves as the primary designee of the Vice Chancellor, Finance and Chief Data Officer on all matters regarding financial operations, fiscal services, operating budget development and implementation, capital budget development and implementation, audit and compliance, and financial accountability and oversight of Ohio’s public colleges and universities.
  • Oversees the development and submission of ODHE’s biennial operating and capital budget requests.
  • Serves as the primary ODHE liaison to public college and university financial staff to ensure clear and consistent communication.
  • Monitors the relative financial health of public colleges and universities, elevates concerns to agency leadership as necessary, and develops and recommends intervening measures to stabilize financial conditions, if and when necessary.
  • Communicates various statutory requirements to public college and university financial staff and follows up as necessary to ensure compliance. Examples include biennial instructional and general and fee limitations, biennial special fee limitations, Senate Bill 6 (SB6) financial accountability and oversight requirements, and specific institutional reporting components of a financial nature.
  • Directs and oversees the day-to-day operations of the following ODHE divisions: budget and fiscal services, capital planning, and audit and compliance.
  • Works closely with the Office of Budget and Management (OBM) on operating and capital budget development and implementation items, allotment plans, GRF disbursement estimates, Controlling Board requests, and other matters as they arise.
  • Continuously reviews and may revise, as necessary, ODHE’s policies and procedures related to budget and fiscal operations. Assesses agency needs and recommends, develops, and implements financial priorities and policies.
  • Responds to inquiries from the Chancellor as assigned regarding items including agency budget provisions, status of agency appropriations and year-to-date spending, development of financial plans/options to achieve evolving objectives, financial health of various institutions, tuition and fee history, etc.
  • Oversees the preparation of reports for various federal and state agencies and external constituencies.
  • Performs internal review of Controlling Board requests for ODHE and all public colleges and universities to ensure appropriateness.
  • Acts on behalf of the Chancellor and/or the Vice chancellor, Finance and Chief Data Officer when necessary.
  • Represents ODHE at external meetings when necessary.
  • Completes performance evaluations, reviews leave requests, and works with the Director, Human Resources (HR) to develop a culture of excellence among assigned staff.
  • Performs other duties as assigned.

Qualifications


MINIMUM QUALIFICATIONS
:

  • Bachelor’s degree.
  • Excellent communication skills both oral and written.
  • Knowledge and extensive experience in state OAKS policy and systems.
  • Knowledge of and extensive experience in state government purchasing rules, regulations, and procedures.
  • Proficient in the use of word-processing, database, and spreadsheet software.

PREFERRED QUALIFICATIONS:

  • OBM Fiscal Academy certification.
  • Master’s degree in accounting or related field.
