OAQDA is experiencing growth from businesses and communities in its programs to provide additional financial assistance that serves the market need in Ohio for air quality, sustainability and related environmental projects aligned with economic development and public health benefits. OAQDA is seeking a Director of Finance and Investments with strong business acumen to design, manage and evaluate the financing programs and investments for qualified projects and programs aligned with its mission and purpose. This position will also work with fiscal operations to ensure compliance with programmatic, regulatory, and capital market’s needs. A successful candidate will demonstrate experience and knowledge of capital markets accessed by public issuers and the well-executed financial structuring of debt to ensure repayment and recycling of funding to amplify benefits for Ohioans. Management skills will ensure compliance with all rules and laws governing financial products, including federal requirements on capital used in financing programs, and establishing sound policies and procedures on the deployment and reporting of loaned funds. A successful candidate will have the right combination of financial expertise and creativity to maximize market opportunities while having strong attention to compliance procedures and able to translate highly technical information in meaningful ways for a wide range of audiences. What You'll DoThe Director of Finance and Investment plays an important leadership role at the agency. In this position, you will be responsible for:
Leading the financing programs and investment strategies at OAQDA, providing management for financial operations, and serving as designee for Executive Director.
Creating, designing, implementing, and evaluating financing programs involving clean air, energy, environmental and/or economic development projects.
Establishing financial guidelines, transaction processes, and policies and procedures for the fiscal operations as well as the origination, underwriting, and servicing of financial products by OAQDA.
Collaborating on teams throughout the applicant and financial process to identify, verify and recommend project applications for lending decisions based on credit risk and other key factors.
Overseeing the accounting of loan portfolio, budgeting, and repayments along with forecasting cash flow for ability to leverage and mobilize additional investments to serve increases in program demand.
Supervising, coaching, and developing a team of professionals, both internal employees and external service providers to achieve ambitious goals and objectives that further OAQDA’s mission.
Serving as the knowledgeable expert at OAQDA for financial and investment information and activities to promote, educate and assist a wide variety of stakeholders to access financial assistance for qualified projects.

Teleworking Option
The Ohio Air Quality Development Authority (OAQDA) is currently in a hybrid teleworking status. Teleworking agreements are developed between the direct supervisor and staff and approved by the Executive Director. All Teleworking Agreements are subject to change at any time at the discretion of management.
Completion of bachelor’s degree in business administration, finance and/or related field.
10 years of relevant work experience in the public sector.
Preferred Qualifications For This Position
MBA, Master of Finance, or other advanced degree in relevant discipline preferred.
Expertise in accounting, investments, financial projection, risk management, credit analysis, lending underwriting and market research.
Experience sourcing capital from various sources.
Experience with community and economic development financial tools, including but not limited to, federal and state tax credits, loan loss reserves, tax-exempt bonds, tax abatements and federal funded incentives.
