Major Duties And ResponsibilitiesActs as program consultant on a statewide basis for the Ohio Department of Children and Youth’s (DCY) Bureau of Federal and State Initiatives for performance planning, Continuous Quality Improvement (CQI), and/or Evidenced-Based Home Visiting (EBHV) model implementation to monitor health status to identify community health problems and trends, provide technical assistance to reduce health risk, and to promote better health through public health services (e.g., develops, implements, monitors, and evaluates statewide Home Visiting CQI plan, as required). Monitors, evaluates, and provides technical assistance to local agencies and/or funded entities in implementation to fidelity efforts, program performance planning, use of child and family screening and measurement tools, and qualitative data collection efforts, through onsite visits, telephone contact and/or printed surveys for compliance with state and federal requirements. Assists in assessing and/or planning Home Visiting service delivery to specified populations by providing qualitative assessment and analysis of available outcome data.
Identifies health risks and determines public health service needs using appropriate methods and technology (e.g., analyze home visiting performance issues; complete special reports related to the state home visiting program, including specific aspects of program management and the practice of home visiting); requests, obtains and evaluates information from various sources to determine appropriate community assets and resources that support the local public health system (e.g., vital statistics, census track, Medicaid, benchmark plan); conducts individual telephone and personal interviews with involved parties to confirm actual data trends and occurrences trends in Home Visiting related outcomes; makes qualitative assessments of current data variables, investigates statewide trends of early childhood related outcomes applicable to Home Visiting (e.g., low birth weight, preterm birth, infant mortality, duration of service).
Assists program administrator, as needed, in the development of policy, administrative codes, regulations and legislation to protect the health of the public and to guide the practice of public health (e.g., develops and/or revises program/project standards, Home Visiting qualitative and monitoring guidelines and manual, other required standards and/or policy and procedure manual). Tracks measurable health objectives; prepares and maintains required records and reports; develops and coordinates health information, health education and health promotion activities designed to reduce health risk and promote healthy lifestyles (e.g., federal Discretionary Grant Information System, monthly bureau/office performance reports, quarterly provider outcome scorecards, program annual reports. Develops and coordinates distribution of quality-focused newsletters and/or prepares articles for inclusion in agency newsletters).
Researches, develops, and facilitates trainings to funded providers and other early childhood stakeholders as required (e.g., best practice in HV service delivery, effective documentation/client record keeping, CQI practices in Home Visiting).
Assists program administrator in preparing grant applications (e.g., estimates funding needs for evaluation process, education, tracking & other qualitative or monitoring follow-up activities) and/or monitors and evaluates spending and assists in preparing or prepares budget estimates; reviews and approves contract invoices; develops new and/or reviews/revises existing service contracts; reviews grant applications to determine appropriateness for funding; schedules, coordinates and/or chairs grant review process; assists in developing requests for proposal (i.e., RFP) and announcement of availability of funding to interested providers; recommends approval/disapproval of grant requests or budget revisions for local projects; writes conditions of grant funding.
Provides technical assistance to stakeholders (e.g., facilitates an active Home Visiting Community of Practice (CoP) for the purposes of sharing best practices in the field of home visiting; establishes a peer mentoring system for new/developing programs; and develops a peer review component of the performance monitoring system; provides guidance on best practice in HV service delivery, effective documentation/client record keeping). Acts as a liaison between the agency HV programs and state level allied programs (e.g., Women, Infants and Children Program [WIC], Head Start, Department of Job and Family Services, Department of Developmental Disabilities [DD]), regarding quality initiatives.
Work involving other CQI projects, technical assistance, and data analysis for the Department of Children and Youth (DCY) Help Me Grow Home Visiting program. Examples of projects include, but are not limited to, the Urgent Maternal Warning Signs (UMWS) project, the Public Children Services Agency (PCSA)/home visiting referral CQI project.
Coordinates with other state and local early childhood programs and/or agencies to formulate program standards. Provides regular updates to management regarding qualitative activities in other DCY programs and other state agencies that may affect the home visiting program. As assigned, serves as a member of a disaster recovery/business resumption team, incident response team, or similar public health response team which may include the conduct of operations on a 24/7 basis at remote locations.
Hybrid Work DetailsSubject to DCYs teleworking policy and an approved teleworking agreement, this position is eligible to work from a remote location on a hybrid basis. The selected applicant may be required to complete initial trainings prior to being eligible to telework. All requests to telework are reviewed on a case-by-case basis and must be approved by DCY’s Deputy Director of Human Resources and management, subject to the conditions outlined in the agency policy and teleworking agreement.

QualificationsThe following are the minimum qualifications for this position. For further consideration, applicants must clearly identify how qualifications are met within the education and/or experience sections of the applications.Completion of graduate core coursework in public health, health care, health administration or related field; 6 mos. exp. In providing direct service &/or consultation in a public health, community health, hospital &/or clinic setting (e.g., program evaluations, working with grants, developing & presenting training programs & in facilitating, working collaboratively with coalitions or groups); must be able to provide own transportation.
  • Or completion of undergraduate core coursework in public health, health care, health administration or related field; 18 mos. exp. in providing direct service &/or consultation in a public health, community health, hospital &/or clinic setting (e.g., program evaluations, working with grants, developing & presenting training programs & in facilitating, working collaboratively with coalitions or groups); must be able to provide own transportation.
  • Or equivalent of Minimum Class Qualifications for Employment noted above.
