State of South Carolina is Hiring a Chief of Financial Planning (61033944) Near Columbia, SC
JOB Directs, plans, and coordinates procedures and activities of Cash Management, Budget Management, Project Fund Management, Obligations Management, and Business Analytics. Oversees the creation, update, and management of the 10-year consolidated plan model and associated cash flow projections. Ensures the 10-year plan aligns with current revenue projections and makes recommendations for adjustments. Ensures complex analysis is performed utilizing historical data, market trends, and economic indicators to forecast federal and state revenues, capital and operating expenditures, and cash balances. Oversees, reviews and performs legislative fiscal impact statements and provides analysis. Works with executive leadership, program managers, and financial staff on addressing issues related to financial planning and control.Monitors and reports the status of all programs as reflected in the Consolidated Funding Plan as it relates to a comprehensive highway delivery program. Oversees staff responsible for project/program budget monitoring and reconciliation through review of procurements, invoices, and quarterly budget reviews. Monitors project programming, authorizations, and invoicing procedures. Serves as liaison between Engineering and Finance Division.Ensures compliance with all relevant federal and state revenue restrictions and makes determinations on activity and expenditure eligibility. Ensures all federal authorizations are in accordance with FHWA/FTA and other federal policies, law, and regulations. Maximizes the strategic use of advanced construction and other innovative financing tools while balancing risk and available revenue. Oversees the agency After August process to maximize the state's requested funding through strategic and innovative financial planning. Provides guidance to SCDOT divisions on funding authorization, obligations/deobligations, use of advance construction, and other compliance matters related to FHWA/FTA regulations.Possesses primary responsibility for data integrity and management of the Project Programming System (P2S) and SCEIS grant module including system development, maintenance, and system enhancements needed to maintain application integration with other DOT systems.Prepares reports and communications related to financial planning and funding requirements. Represents SCOOT before staff, the Commission, the General Assembly, national organizations, and other constituents. Performs other related duties as assigned. EXAMPLE OF DUTIES A bachelor's degree and seven (7) years of relevant program management experience; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.
