State of South Carolina is Hiring a Controller (2AS24) Near Aiken, SC

Reporting to the Vice President of Administrative Services, the Controller is accountable for the accounting operations of the College, including the production of periodic financial reports, maintenance of an adequate system of accounting records, and a comprehensive set of controls and budgets designed to mitigate risk, enhance the accuracy of the College's reported financial results, and ensure that reported results comply with generally accepted accounting principles as well as governmental and federal regulations and standards.
DUTIES AND RESPONSIBILITIES:
  • Provides leadership and supervision of business services duties, including compilation and monitoring of revenue, expenditures, accounts payable, accounts receivable, cashiering, general ledger, foundation accounting, grants including apprenticeship and scholarships, budgeting, banking, and investment activity, fixed assets, constructions accounting, and inventory of the College. Ensures that the ongoing financial commitments of the College are handled in a timely and accurate basis through regular supervision of the various disbursement functions and internal controls. Supervises assigned staff, provides regular training and guidance to ensure a high-quality experience, assures and maintains adequate internal controls, and maintains a positive work environment.
  • Prepares and oversees the preparation and review of College and ATC Foundation annual Financial Statements, Comprehensive Annual Financial Reports, and Federal Single Audit by established requirements. Performs professional functions in managing the College’s financial records and tax filings, ensuring that all accounts are maintained in accordance with state and federal requirements.
  • Prepares and maintains reconciliations for the financial aid department, including Pell and Direct Loan student assistance. Performs drawdown of federal funds. Performs detailed analysis and reconciliations to assist the financial aid department in maintaining compliance with federal regulations and appropriate student awards for grants, scholarships, and emergency aid. Provides assistance in completing IPEDS (Integrated Post-Secondary Education Data System), FISAP (Fiscal Operations Report and Application to Participate), and other related reports. Maintains communication between the financial aid department, Bursar and Bookstore areas.
  • Manages and tracks the performance of invested assets in keeping with policies and investment guidelines. Maintains consistent re-investment and interest recordings and analysis for ongoing financial stability decision-making of College assets. Oversees the daily communication of tuition revenue and provides leadership with monthly finance and budget analysis, including projections for the fiscal year.
  • Performs and oversees all financial, project, program, and grant accounting, ensuring that expenditures are consistently aligned with grant and program budgets and collates financial reporting materials. Ensures timely and accurate monthly, quarterly, and annual reporting of grant, apprenticeship, and scholarship expenditures, reimbursements, and receipt documentation. Establishes accounting procedures to comply with ongoing regulation updates.
  • Prepares audit information and schedules for external auditors and coordinates the annual financial and single audits. Ensures accurate accounting processes and maintains communication with auditors to ensure compliance.
  • Coordinates the preparation of the College budget and other related documents, analyzes budget revenue and expenditures as needed, and monitors expenditures for compliance. Develops multi-year financial planning models, resource and cost distribution analysis, and budget assumptions in coordination with other College divisions.
  • Supervises auxiliary services for the College. Leads and manages the operations of the College bookstore and related auxiliary services to include vending and food. Maintains budget and financial reporting for auxiliary service. Oversees strategic planning, assessments, budget, and resource allocation related to auxiliary services.
  • Reviews and analyzes major contractual obligations of the institution to ensure consistency with overall financial goals, objectives, and plans, and compliance with College financial policies, procedures, and standards. Provides backup support for internal procurement processes. Responds to all requests from internal and external constituents regarding College financial data, including but not limited to requests regarding tuition, revenue, expenditures, grants, and budget. Reviews, develops, evaluates, recommends, and implements improvements to the College’s accounting systems, policies, and procedures. Cultivates and maintains a positive working relationship with all colleagues as well as faculty and staff across campus. Participates in campus activities, serves on College committees, and performs other duties as assigned.
Bachelor's degree with multiple accounting courses and professional experience directing professional accounting, auditing, banking, or finance employees.Bachelor’s degree and five (5) years of professional experience directing professional accounting, auditing, banking, or finance employees preferred.Aiken Technical College is an equal opportunity employer committed to having diversity throughout the College.
