Job Responsibilities

The person in this position will coordinate the administration of one or more assessment programs through collaboration with Office of Assessment and Standards staff, department staff, and contractor staff. Participation in office meetings, office/contractor conference calls and meetings, and determining test windows and key event schedules. Review all test forms and assist with the development of test items. Serve on Office of Assessment and Standards (OAS) and South Carolina Department of Education (SCDE) committees. Edit and write RFPs. Plan, conduct, and participate in webinars and workshops; make presentations. Assist with budget planning and payment of program expenditures. Develop brochures, manuals, guides, and other materials as needed to ensure that test policies and procedures are effectively communicated to the schools and districts and that useful information is provided to teachers, students, and parents. Develop score reports that adhere to state and federal laws and provide clear and transparent results to districts, schools, and parents. Develop policies and procedures for the implementation and administration of the assessment, including information as appropriate in the Test Administration Manuals. Compose memos, respond to e-mail requests for data/information, and prepare informative text for ListServs and newsletters. Communicate policies and procedures with department staff, district and school personnel, parents, students, and others as needed. Assist in the updating and/or writing of SCDE laws and regulations. Assist in classroom monitoring to ensure the integrity of the test score results. Assist with test security documentation. Assist in the design of assessment strategies for studies, projects, etc. in accordance with accepted psychometric standards. Analyze data and write reports of results in accordance with accepted standards for psychometric theory, research, and practice. Participate in state and federal accountability evaluations (e.g., Peer Review). Other duties as assigned by supervisor.

This position is located in the Office of Assessment and Standards.
Minimum and Additional Requirements

A bachelor's degree and experience in education, management or business.
Preferred Qualifications

A master's degree or PhD in measurement and statistics, or a related field and five (5) years of experience in education or management, or a related field; A bachelor's degree and five (5) years of experience in education, management or business.
