The Human Resource Consultant 1 (HRC1) is an entry level professional Human Resource Consultant, under the general supervision of the HR Workforce Development and Planning Manager, independently provides first level technical and professional advice and consultation to individuals at all levels of the organization. This includes appointments, classification, compensation, benefits, hiring, reasonable accommodations, layoffs/reversion, file management and protected leave. The incumbent works under the regular guidance of higher level human resource professionals and provides routine level advice pertaining to Commerce policies, procedures, Washington Administrative Code (WAC), Revised Code of Washington (RCW) and Collective Bargaining Agreements (CBA). This position’s primary focus will be on the collection and conversation of position description forms and conversion to an electronic method.
Duties:

  • Collecting position description forms (PDFs) and compiling documents into one location.
  • Extracting information/data from the electronic and paper documents and adding to a spreadsheet for upload into the Management Action Resource System (MARS).
  • Organizing and scanning paper position files.
  • Creates, and maintains, personnel file and medical files, taking necessary action to keep information current and confidential in compliance with personnel rules, agency policy, and the CBA.
  • Conducts personnel files reviews for employees, union and hiring managers.
  • Serves as backup to co-workers in the team when needed.
  • Attends meetings as required.
Required Qualifications:
A total of 4 years of combined relevant experience and/or education, in business, human resources, social or organizational behavioral sciences or a related field including equivalent education/experience.

  • Ability to prioritize, organize time, achieve deadlines and effectively manage multiple tasks.
  • Ability to meet deadlines while working with constant interruptions.
  • Ability to critically analyze problems/data and develop viable solutions.
  • Ability to be a collaborative member of a diverse team.
