(Construction Project Coordinator 3)
Full Time | Permanent
Location: Tumwater, WA
Salary Range: $80,460 – $108,252 Annually
The location of this position may depend on candidate's qualifications and may be eligible for telework upon a conversation with the position supervisor.
This recruitment will be used to fill two immediate permanent vacancies. This recruitment will remain open until positions are filled and may be used to fill future permanent vacancies as they occur. Applications will be reviewed on a weekly basis until positions filled.
The Washington State Department of Corrections is seeking experienced and driven individuals to join the Capital Planning and Development (CPD) team as a Construction Project Coordinator 3 (CPC3)! The CPC3 role supports the mission of the CPD team by managing design, construction, and public works projects at DOC facilities, thus ensuring safe communities, and improving public safety.
In this role, you will provide project management services in addition to managing public works, in-house construction, and repair projects. You will develop the Agency’s Ten-Year Capital Plan and serve as the primary resource and advocate for the Department of Corrections/Department of Enterprise Services (DOC/DES) management/staff, outside agencies, and the public.
As a CPC3, you will serve in a critical position on our CPD team. The CPC3 works independently, yet with a team of diverse individuals, to accomplish all aspects of program and project management, while ensuring the highest quality of work is produced. You will have the opportunity to collaborate with internal and external DOC stakeholders to create and manage your project budgets to meet agency requirements.

Duties

As a Construction Project Coordinator 3, some of your duties will include:

  • Developing capital projects and serve as a technical resource.
    • Providing comprehensive project management services for capital budget development, design, and construction.
    • Meeting with clients regularly to discuss the overall facility public works program, including capital, energy, planning, environmental, Correctional Industries (CI), and incarcerated individual construction projects.
    • Providing professional engineering services for clients to include coaching, mentoring and issues resolution for facility operations, maintenance, and repair issues.
    • Preparing and submitting scope, cost estimate, and schedule for capital budget requests.
    • Providing capital budget and funding leadership.
    • Overseeing institution master planning and ensuring legislative intent is met.

  • Directing all phases of designs
    • Directing and supervising engineering projects including selecting, supervising, and directing consulting architects and engineers (A/E) for design, alternations, and repairs.
    • Managing a number of concurrent construction projects.
    • Directing all phases of the projects while supervising the performance of quality assurance efforts.
    • Participating in A/E selection, review, and negotiation processes, including pre-design and design efforts.

  • Overseeing Public Works construction
    • Managing concurrent construction contracts and inhouse construction projects.
    • Administering new construction, alterations, and repair projects at state facilities.
    • Ensuring funding availability for construction contracts and change orders.

  • Other Duties as required.

Qualifications

What we need (required qualifications):
  • Four years of experience managing construction contracts over $200,000 and A&E contracts over $20,000.
  • Must be able to manage multiple concurrent projects simultaneously and meet deadlines.
  • Must be able to prepare estimates for construction work.
  • Must be able to direct the activities of consultants and contractors.
  • Must be proficient in the use of Microsoft Office and project management software.
  • Must have the ability to work independently and as part of a team. Work collaboratively with internal and external customers and teams; possess a strong work ethic, professional skills, flexibility, creativity, honesty, and take ownership of responsibilities.
  • Must have the ability to adapt easily to changing business needs, conditions, and work conditions.
  • Clearly and effectively communicate with individuals and groups both internal and external to the organization.
  • Willingness and initiative to partner with customers and vendors in order to achieve desired outcomes.
  • Build upon working relationships, acquiring a keen perspective on the customer’s business and operational needs, using that broadening perspective to help resolve more complex and difficult issues.

What will make your application stand out (preferred qualifications):
  • Bachelor’s Degree of Science in architecture, engineering, or closely allied field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA), or a foreign equivalent.
  • Registration as a licensed architect or engineer in the state of Washington or in a state having reciprocity.
  • Familiar with LEED™ objectives and practices.
  • Familiar with the Statewide Environmental Policy Act (SEPA) process.
  • Experience in quality assurance efforts, constructability checks, and lifecycle cost analysis.
  • Experience resolving contractor disputes.
  • Proficient use of database and project management software, including eBuilder.

Telework Details
This position may be allocated for telework. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a “drop in” area available, however, a dedicated workspace within a DOC facility will not be provided.
