About the position

The Electric Shop Supervisor (ESS) manages the day-to-day operations of the Buildings & Grounds Division (B&G) for the Electric Shop. The position’s role is to ensure that all internal work is performed in a safe, organized and professional manner, and that the work meets all national, state and local building codes.

The incumbent elected to serve in this role will plan, organize, and direct skilled journey-level trades and Utility Workers to perform installation, maintenance, and repair work on electrical equipment. These include, but are not limited to primary service entry panels, switchgear, interior & exterior wiring, cables, connections for electric machines, switches and controls, fuse boxes, breaker panels, distribution and instrument panels, power circuits, distribution systems, motors, wiring, equipment, and instruments such as pumps, lighting, and fans. This position is also responsible to plan, coordinate and implement the shutdowns (if required) to support events.

The ESS is the Electrical Administrator for the Department of Enterprise Services (DES) and works with a team of Maintenance Mechanics, Trade Supervisors, Planners and Estimators, Asset and Property Managers, and Tenant Agency Facility Coordinators to accomplish these tasks. This position reports to the B&G Maintenance Superintendent.

This supervisory position will manage 9 direct reports:
  • 1 FT - Maintenance Mechanic 1
  • 1 FT - Maintenance Mechanic 2
  • 2 FT - Maintenance Mechanic 3
  • 5 FT - Electrical High Voltage Leads

The Buildings & Grounds Divisionis responsible for the Capitol Campus and the Department of Enterprise Services (DES) managed building operations, stewardship, and historic preservation. B&G provides service to over 42 agencies, maintains, operates and preserves the 486-acre state Capitol Campus in Olympia, including more than 28 buildings, 18 public monuments, four state parks and a 260-acre lake. Duties

Some of what you will be doing
Manage the day-to-day operations of the Electrical Shop

  • Supervises skilled Electricians, Maintenance Mechanics and Utility Workers in performance of electrical repair, maintenance and tenant improvement work in DES owned assets
  • Works in coordination with the B&G Planner and Estimators to schedule preventative maintenance, service order and tenant improvement work using the tools approved by B&G
  • Communicates performance goals to the team
  • Ensures that B&G guiding principles are followed to include staff always communicating before, during and after work
  • Ensures work is completed in accordance with approved DES B&G standards & metrics
  • Coordinates with Trade Supervisors, Program Managers, Asset and Property Managers, and Tenant Facility Coordinators to accomplish tasks
  • Monitors shop budget, work orders and purchases to ensure that expenditures are documented correctly and do not exceed revenues
  • Initiates corrective action plans for budget control when necessary based on reviews
Electrical Administrator
  • Administer the duties of RCW 19.28.061
  • Be responsible to ensure all work complies with the electrical laws and rules of the state
  • Ensures that proper electrical safety procedures are used, and that the required electrical personal protective equipment is obtained and available for staff usage
  • Ensures that all permits and licenses required to perform work are obtained and used
  • Ensures that all corrective action notices issued by an inspecting authority are complied with
  • Provides technical guidance and support to DES management and staff to include interpretations and resolution of applicable electrical codes
Human Resources
  • Ensures that assigned employee timekeeping is accurate and that employees complete time entry on a daily basis (timecards are completed daily and turned in prior to the end of each pay period)
  • Ensures all overtime and compensatory time is controlled and approved in advance
  • Ensures all leave time is reconciled with the timecard, approved, and entered in the Employee Self Service ESS system
  • Completes annual performance evaluations and sets expectations for assigned personnel within the required timeframes
  • Provide clear and actionable feedback that helps team members excel at their work
  • Address staff performance issues promptly
  • Be an example and represent DES core values throughout your work and in the management of your team
  • Keep staff members informed about DES and B&G priorities, processes and procedures

Qualifications

Requirements

  • High school diploma or GED
  • Journey level standing as an Electrician as attested by
    • Completion of a recognized apprenticeship
      OR
    • Full journey level status in an Electrical Workers Union
  • Four (4) years of work experience as a journeyman Electrician, experience must include working in a medium to large complex, campus or institution that includes two or more multi-storied buildings
  • Must possess a valid driver's license free from serious traffic violations
**Vocational training may be substituted for experience on a year-for-year basis**

Preferred/Desired Qualifications
  • Clearly and effectively communicates with individuals and groups in performance of duties
  • Knowledge of current electrical codes and electrical safety precautions
  • Ability to work from blueprints, plans and sketches; estimate labor and materials required to accomplish the work
  • Ability to coordinate work, supplies, equipment, and personnel
  • Ability to use hand and power tools required to accomplish electrical work

Supplemental Information

Working Conditions
Environment: This position works primarily indoors with some work performed outdoors
often in adverse conditions.

Schedule:
Monday - Friday | 8am - 5pm
Travel: Position requires infrequent (10% or less) travel to meet with managers or employees, attend or provide training. Travel required visiting various worksites, meet with clients and occasional overnight travel may be necessary to attend or present at conferences in state and out of state, attend seminars, conferences and trainings.
Customer Interaction: Interacts with Trade Supervisors, Planners, Estimators and Quality Assurance State Asset and Property Managers, key stakeholders, the public, other state agencies, Facility Coordinators, and tenants.
This position is recognized as Continuity of Operations Plans (COOP) Designation – for Disaster or Emergency Recovery. The Construction Maintenance Superintendent 3 (Electric Shop Supervisor) is required to support any emergency situations that affect DES owned properties.

Special Requirements
  • Currently possess and maintain a current general electrical EL-01 License issued by the Washington State Department of Labor and Industries
  • Ability to obtain and maintain an Electrical Administrators certification issued by the Washington State Department of Labor and Industries within 6 months of hiring
  • Possess and maintain a valid motor vehicle operator's license, free from serious traffic violations as listed in the requirements section above
