About the Finance Division:The Finance Division provides accounting and budget services to DES and 40 smaller state agencies. The divisions mission is to

What You Will Be Doing:As a Fiscal Analyst 4, you will be the expert on state tax deductions, applications, and calculations for the Department of Enterprise Services (DES) and all agencies supported by DES payroll. You will utilize advanced analytical skills to interpret and apply payroll guidelines and regulations from multiple states, the federal government, and the Office of Financial Management (OFM). This role requires independent judgment to select and present information from various sources and reports and to explain complex details to individuals with varying levels of understanding. You will ensure the accuracy of state and federal tax reporting and educate payroll staff on changes to rules, laws, and policies. Your responsibilities include establishing DES with a business profile in applicable states, registering for all necessary tax reporting mechanisms state-by-state, and ensuring compliance with tax reporting and filing requirements.
Additionally, you will participate in statewide workgroups related to out-of-state reporting and act as a consultant for Small Agency Financial Services (SAFS) clients to help them establish business profiles in applicable states. This role also involves reviewing, processing, monitoring, and analyzing routine payroll functions within the Payroll Unit, ensuring adherence to compliance with Department of Enterprise Services (DES), Office of the State HR Director (OSHRD), Health Care Authority (HCA), Internal Revenue Service (IRS), Office of Financial Management (OFM), and the Department of Retirement Systems (DRS) regulations.

Duties
Some of What You Will Enjoy Doing:
- Research and document individual state tax laws and filing requirements.
- Assist with process documentation state-by-state to support all out of state tax requirements.
- Establish DES as a business in states where workers are teleworking to correctly withhold and report: State tax, Unemployment tax, Worker’s Compensation tax, PFML, Transit tax, Local tax, and any other tax as required by state law.
- Consult with SAFS clients to establish clients as a business where workers are teleworking and correctly withhold and report: State tax, Unemployment tax, Worker’s Compensation tax, PFML, Transit tax, Local tax, and any other tax as required by state law.
- Document withholding calculation requirements and taxable wage requirements regarding, Unemployment tax, Worker’s Compensation tax, PFML, Transit tax, Local tax, and any other tax as required by state law.
- Ensure compliance with other state tax requirements.
- File individual state taxes as required by each state: monthly, quarterly or annually for DES and SAFS Clients and remit payment.
- Run reports to identify hours worked quarterly for each out of state employee.
- Work with employees to gather taxable amount(s) to be collected and entered into the HRMS system with the appropriate state wage type.
- Stop Washington-based taxes where other out-of-state taxes take precedence and ensure unemployment set up as out of state.
- Report for workers compensation plan to DES Risk.
- Maintain P-Card and create accounting entries to reconcile.
- Respond, research, and resolve inquiries from employees, vendors, the IRS, DRS, SAO, STO and OFM.
- Review payroll actions such as new hire, separations, insurance and retirement benefits, shared leave, garnishments, taxable fringe benefits, overpayments, underpayments, health adjustments, and other deductions.
- Enter and or retrieve data into the state's payroll (HRMS).
- Add Out of State tax deductions to employee’s W-2s at the end of the year.
- Use financial data from Enterprise Financial Reports and the Internal Revenue Service website for analysis.
- Maintain in-depth knowledge and expertise in state and federal reporting.
- Ensure staff is trained in appropriate payroll methods and procedures in regard to state reporting.
- Recommend and assist in the implementation of internal controls and processes to ensure that our time is being used efficiently.
- Reconcile amounts deposited into the general ledger against the amounts withheld for each employee working out of state. Use this reconciliation to support tax filings state-by-state.
Qualifications
Required Qualifications
To qualify for this position, a candidate must possess 18 quarter hours in accounting, auditing, budget, or other relevant field OR as a condition of employment, commitment to attain hours within 12 months of hire. In addition to this education requirement, a candidate must possess one (1) of the following education and experience options:
[OPTION 1]:
- Bachelor’s degree in accounting, public administration, business administration, or related field; AND
- Three (3) years of experience in accounting, auditing, or relevant financial field
[OPTION 2]:- Associate’s degree; AND
- Five (5) years of experience in accounting, auditing, or relevant financial field
[OPTION 3]:- Seven (7) years of experience in accounting, auditing, or relevant financial field
[OPTION 4]:- Master’s degree in public administration, business administration, or related field or possession of a CPA, CMA, and/or CGFM; AND
- Two (2) year of experience in accounting, auditing, or relevant financial field.
- Note: Possession of both a relevant Master’s degree AND two(2) of the listed certifications will substitute for experience.

- Demonstrated understanding of GAAP, SAAM, RCW and WAC as they relate to out of state taxes.
- One (1) year of experience working in AFRS
- One (1) year experience using SAP/HRMS
- Experience creating & processing Journal Vouchers
