About this Opportunity
The primary function of the Planner and Quality Assurance Manager (PQAM) position is to plan, execute and provide quality assurance of small and medium project work performed by DES staff and contractors performing work on the campus. The incumbent is responsible for the efficient and effective use of planning and scheduling all resources to execute project work and maintenance activities which result in minimum downtime and maximum productivity. To fulfill these responsibilities in the most effective manner, the PQAM is empowered to manage work priorities, develop job plans, defines and order parts and materials, defines crafts, skills, engages in the proper resources to develop a safe work environment, composes, and validates the scope of effective and efficient work control plans. In addition, the PQAM provides the equipment-related expertise and technical guidance on improving maintenance workflow and service delivery. This role trains, participates in, and leads Lean Project Teams to provide continuous process review and improvement, and tracks safety awareness and lost time as indicators of morale and efficiency.
This position is recognized as Continuity of Operations Plans (COOP) Designation – for Disaster or Emergency Recovery. For more information see the Supplemental Section.

About the Division

The Buildings & Grounds Division (B&G) is responsible for the Capitol Campus and Department of Enterprise Services (DES) managed building operations, stewardship, and historic preservation. B&G provides service to over 42 agencies, maintains, operates and preserves the 486-acre state Capitol Campus in Olympia, including more than 28 buildings, 18 public monuments, over 6,000 parking stalls, four state parks and a 260-acre lake. B&G executes these responsibilities through the following service programs: Facilities Operations, Grounds Operations, Leadership and Admin, Maintenance & Repairs, Support Services (Custodial).

Duties

Some of what you will enjoy doing:
Plan and direct procurement of equipment, materials, and personnel for construction and maintenance of DES owned assets and DES campus tenants. Analyze project specifications for sequence of work, materials and personnel requirements, and scheduling of materials delivery; solicits and analyzes bids for supplies and equipment; manages purchase orders and plans delivery dates. Schedules all phases of work, and communicates with stakeholders, analyze, and report performance to the DES B&G Leadership Team and Property Manager, Asset Management, Supervisors, and technicians to form a Lean Team thus enabling first line supervisors to adjust procedures or individual performance before performance on a required service becomes unsatisfactory or inefficient.

  • Deliver all services within B&G planning/scheduling principles and Campus and Buildings and Grounds standards
  • Principle contact and liaison between the Buildings and Grounds and work stakeholders
  • Ensures the delivery of professional maintenance service in a timely manner to ensure equipment reliability and high performance
  • Review work requests for accuracy and clarity: clear scope of work, realistic completion date, proper lead times, correct equipment identification, proper work order, and proper authorization and discuss details with originator of the work order
  • Identify work requiring engineering or design and coordinate with identified stakeholders
  • Obtain and organize all information required for the crafts to perform the work: drawings, tools, equipment, supplies, manuals, supplemental instructional materials, special procedures, and other file material which is appropriate and additional support as needed (supplement this information by preparing any additional sketches, drawings, diagrams, notes, or any instructional material which will clarify the work to be performed)
  • Ensure preventative maintenance is identified in collaboration with identified trade and in place for newly installed equipment to include manuals, drawings, safety specifications and required parts/tools/PPE
  • Provide total cost estimates for the work to be performed: labor, material, and outside services
  • Manage the status of work and controls backlog for work order submission to work order completion
  • Verify all material, information, tools and labor are available prior to scheduling
  • Work with shop supervisors and leadership to validate resource availability and level-load the work
  • Organize monthly planning meetings
  • Follow-up and communicate schedule to all work stakeholders before during and after work

Track and analyze all required trainings for frontline staff as well as assist with procurement of safety related PPE. Work with the B&G Leadership Team, Program Managers, Property Manager, Asset Management, Supervisors, and technicians to form a safe team thus enabling first line supervisors to adjust procedures or individual performance as needed to address observed defects and improve efficiency and effectiveness of service delivery.

Qualifications

Required Qualifications:

  • High school diploma or GED
    AND
  • Journey level standing in one or more trades as attested by:
  • Completion of a recognized apprenticeship
    OR
  • Full journey level status in a Union
    OR
  • Five (5) years of general work experience in building and equipment maintenance, construction, or repair work
    AND three years of work experience as a journeyman trade; experience must include working in a medium to large complex, campus or institution that includes two or more multi-storied buildings
AND
Incumbents to this position must possess and demonstrate the following DEI competencies:

Preferred Qualifications:
  • Bachelor’s degree from an accredited college in one of the following disciplines: facilities management, business administration, management, or related field. **Additional experience will substitute year for year for education**
  • Clearly and effectively communicates with individuals and groups in performance of duties
  • Knowledge of current structural codes and structural safety precautions
  • Ability to work from blueprints, plans and sketches; estimate labor and materials required to accomplish the work
  • Ability to use hand and power tools required to accomplish structural work

Customer Interactions |This position reports directly to the Deputy Assistant Director. Regular interaction with trade staff, Shop Supervisors, property managers, Asset Managers, EA&S, the public, other state agencies and tenants is critical in coordinating and scheduling resources
Travel Requirements | Position requires infrequent (10% or less) travel to meet with managers or employees, attend or provide training.
Other | This position is recognized as Continuity of Operations Plans (COOP) Designation – for Disaster or Emergency Recovery. This means that the Planner & Quality Assurance Manager is required to support any emergencies that affect DES owned properties, both on and off the Capital during a recognized emergency. Duties may be different from normal duties and would be temporary in nature, lasting only as long as necessary to resume normal operations.
