About the Finance Division:
The Finance Division provides accounting and budget services to DES and 40 smaller state agencies. The divisions mission is to deliver comprehensive financial management services and support to our customers so they can make informed business decisions and achieve financial health goals. What You Will Be Doing:
As a Rates Analyst, you will report directly to the Deputy Chief Financial Officer within the Budget office to provide expert-level planning and data analysis to guide agency decisions on customer service rates. This new position will provide you the opportunity to influence decision making on revenues enterprise-wide. We are looking for a self-starter who will handle complex, statewide data and coordinate with internal and external stakeholders to ensure DES rates support cost recovery, align with financial targets, and comply with federal regulations. Your responsibilities include determining appropriate rate settings for DES business lines, presenting your findings to executive management and other key parties, and directly influencing the agency’s $459M annual revenue. Additionally, you will support fund analysis and co-lead budget system initiatives.

Duties

Some of What You Will Enjoy Doing:

  • Conduct expert-level, complex enterprise-wide research.
  • Prepare decision packages and respond to legislative inquiries and Fiscal Notes on rate updates.
  • Develop and maintain an inventory of rates.
  • Coordinate with program staff and DES Budget Managers.
  • Present analysis, reports, and seek internal support and approval for rate changes.
  • Seek approval for rate changes from OFM and the legislature.
  • Communicate rate changes to customers and respond to inquiries from OFM, legislature, and customers.
  • Develop and maintain an inventory of Funds, implement a tracking mechanism, and monitor fund balances.
  • Provide expert guidance on monthly fund analysis, prepare and submit Negative Cash Letters, and communicate fund activities within the Finance division.
  • Act as the DES Budget subject matter expert for One Washington workgroups, contributing to strategy and decision-making for financial system transitions and incorporating these changes into data analysis and rate setting.
  • Other duties as assigned.

Qualifications

Required Qualifications
To be eligible for this position, a candidate must possess one (1) of the following education and/or experience options:
[OPTION 1]:

  • Bachelor’s degree in accounting, economics, finance, or related field; AND
  • Five (5) years of experience in accounting, finance, statistics, economics, or related field.
[OPTION 2]:
  • Associate’s degree; AND
  • Seven (7) years of experience in accounting, finance, statistics, economics, or related field.
[OPTION 3]:
  • Nine (9) years of experience in accounting, finance, statistics, economics, or related field.
[OPTION 4]:
  • Master's degree in finance, accounting, or business administration.
Preferred Qualifications
  • Five (5) or more years of experience in two (2) or more of the following areas:
    • Conducting research;
    • Analyzing policies, laws, rules or regulations;
    • Conducting business analysis and developing requirements;
    • Leading business projects;
    • Managing business operations;
    • Business policy development; and
    • Supervising.
