HUMAN RESOURCE CONSULTANT 3 (HRC3)

Independently manage professional HR assignments related to e-learning, training development, organizational development, data management, and compliance with state and federal regulations.

Collaborate with the training team to develop and deliver high-quality adult learning programs, provides expert consultation on curriculum design, and supports employee development.

Duties

Here is what you will be doing,

Design and develop high quality professional e-learning and training curriculum for adult learners:
  • Maintain agency designated professional certifications/trainings to include the e-learning and curriculum and those needed to provide agency training and/or consultation.
  • Work with internal and external subject matter experts to develop learning objectives and corresponding competency evaluations for each course.
  • Conduct research to identify content including standards, state, and federal law.
  • Design and develop curriculum using Articulate 360 and WellSaid Labs.
  • Maintain a standard style guide and protocol of best practice for adult learning and readability of course design.
  • Facilitate a curriculum review with training team and relevant stakeholders or subject matter experts to certify a final course.
  • Develop and implement course evaluations that includes employee feedback opportunity for both course effectiveness and the learner experience.
  • Practice continuous review and update of course curriculum and materials as needed, including integration of relevant employee feedback and new content continuous improvement.

Train live courses and facilitate meetings:
  • Facilitate monthly Training & Safety Town Hall.
  • Provide CPR and Wilderness training.


Collaborate and coordinate with training team:

  • Strategize and execute high quality adult learning/training and systems to meet the emergent needs of employees across the state and in all programs.
  • Deliver and maintain e-learning and training communications in multiple modalities including the training calendar, intranet, SharePoint, email, announcements, and brochures.
  • Work with the LMS Administrator to release, monitor, approve, and manage courses on The Learning Center.

WORKING CONDITIONS:

  • Work Setting, including hazards:
    • The assigned duty station is located in WDFW Headquarters in the Natural Resource Building and/or telework. The option to telework up to 50% of the time, with an expectation for some travel to the Natural Resource Building.
    • Work is performed almost exclusively indoors in an office environment. This may include working under fluorescent light, repetitively entering data into computer, looking at computer monitor for long periods of time.
  • Schedule:
    • Typically, Monday – Friday, 8:00 A.M. – 5:00 P.M, 40 hours per week.
    • Will be expected to adjust the work schedule to meet business needs associated with travel, deadlines, stakeholder requests, and training delivery.
  • Travel Requirements:
    • Statewide and overnight travel is required to deliver training, meet stakeholders, attend meetings, and conduct agency business.
  • Customer Interactions:
    • Frequent contact with internal and external stakeholders by phone, email, and in-person.

Qualifications

REQUIRED QUALIFICATIONS:

  • A Bachelor’s degree with focus on business, human resources, social or organizational behavioral sciences, or related field.
AND
  • Two (2) years of professional human resource experience.


OR

  • Equivalent Education/Experience.

Please Note: Closely related qualifying experience may be substituted for the required education on a year-by-year basis.

Experience:

  • One (1) year of professional, paid experience providing adult education and training.
  • One (1) year of professional paid experience operating a Learning Management System.

Knowledge of:

  • Advanced knowledge of Learning Management Systems (LMS).

Certifications/Licenses:

  • Valid Driver’s License.

PREFERRED QUALIFICATIONS:

In addition to those required qualifications, our ideal applicant will also have some or all of the following:

  • Experience creating adult focused curriculum.
  • Experience with eLearning software, such as Articulate360.
