The Division of Environmental Public Health (EPH), under the Office of the Assistant Secretary, supports the Department’s mission by working with local governments and state and federal agencies on key public health issues. These include public drinking water, food safety, shellfish protection, radiation safety, wastewater management, pesticide exposures, vector-borne diseases, and health risk assessments. We also offer strategic support in environmental epidemiology, policy development, information management, budgeting, performance management, and external communications.
As a Rules Coordinator (EP4), you'll play a crucial role in shaping policy and regulatory initiatives for EPH. As a key contributor, you will:
  • Offer expert consultation and analytical evaluations for both new and existing policy initiatives.
  • Conduct technical and economic analyses to develop complex and politically sensitive regulations.
  • Coordinate the development and review of rules to ensure they effectively protect public health and safety.
  • Apply advanced policy development methods to ensure compliance with the Administrative Procedures Act and other relevant laws.
  • Ensure consistency with departmental and program objectives.
  • Collaborate with agency leaders and program managers to negotiate with internal and external public health partners during the rule development process.
The rolerequires strong communication skills to convey complex ideas clearly, along with strategic thinking and problem-solving abilities. Collaboration and rapport-building are essential for partnering effectively with others. Effective project management skills, including prioritization and problem resolution, are necessary to keep projects on track. Proficiency in applying quality improvement tools is also crucial for enhancing work efficiency and accuracy.

The duty station for this full-time, non-permanent Environmental Planner 4 (EP4) position is in Tumwater, WA, with an anticipated end date of 12 months from hire. Telework (mobile work) is currently expected with a balance of in-office or fieldwork such as attending events or meetings, which is anticipated 1-2 days monthly.
This non-permanent position is funded for up to 12 months from the hire date. As a result, this position is not eligible for a Department of Retirement Services benefit for the duration of the placement. There may be an exception for existing state employees, please contact your Human Resources Business Partner for more information.

Required Qualifications
Experience defined below may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.

Option 1
: At least six years of experience in any of the following areas:
  • Professional management or consultative experience in an environmental health or planning program, or closely allied field;
  • Experience with rule writing, rule adoption, and implementation; or
  • Experience with legislative processes and analyzing legislation, fiscal impacts, and making recommendations for consideration by a state agency.

Option 2:
A Bachelor’s degree in public health, environmental planning, public or business administration or allied field, and four years of experience in at least one of the following areas:
  • Professional management or consultative experience in an environmental health or planning program, or closely allied field;
  • Experience with rule writing, rule adoption, and implementation; or
  • Experience with legislative processes and analyzing legislation, fiscal impacts, and making recommendations for consideration by a state agency.

Desired Qualifications
  • Project management experience that includes prioritizing, handling, and delegating multiple projects/issues at one time.
  • Experience developing, researching, or analyzing policy for impacts on public health or social determinants of health.
  • Analyzing or preparing the benefits, costs, and economic impacts of regulations and policies.
  • Practical skills in MS Excel for spreadsheet tasks, database management, MS Word for document creation and formatting, and Microsoft Outlook or similar email systems for electronic correspondence.
  • Creating and maintaining communications with diverse partners with different levels of risk or commitment.

Conditions of Employment/Working Conditions
