Our Customer Relations Project and Planning unit is looking for a detail oriented Planning and Performance Analyst to join their team!
The Department of Licensing is one of the most public facing state agencies and the second largest revenue generating agency in Washington State. Duties

As the Planning and Performance Analyst, you will lead the coordination and implementation of the Customer Relations Division and agency strategic program goals. As the subject matter expert, you will collaborate with stakeholders on statewide projects with the intention of removing barriers to our services in mind. Your attention to detail will be relied upon as you analyze information and complex data to develop conclusions and make recommendations to management. Your ability to tell stories with data while developing and leading projects will be essential as we fulfill our purpose to help every Washington resident live, work, drive, and thrive.
Some of what you will do:

  • Utilize advanced Excel functions, such as pivot tables and graphs, for complex analysis and manipulation of large data sets.
  • Construct complex reports and dashboards using Microsoft PowerBI and other applications.
  • Develop and manage contracts and agreements, in coordination with stakeholders and partners.
  • Analyze and evaluate operating deficiencies or difficulties, providing division and agency management and enterprise stakeholders with alternatives and recommended courses of action.
  • Conduct stakeholder analysis in determining project scope.
  • Organize, coordinate, and manage resources necessary to achieve desired goals and outcomes.
  • Create and implement measures to monitor ongoing project success.

Qualifications

What you will bring to the role:

  • Eight (8) years of relevant experience in two (2), or more, of the following areas:
    • Analyzing and researching qualitative and quantitative data to develop reports, dashboards, and summaries for consumption for intended audiences.
    • Managing and coordinating organizational initiatives and projects.
    • Utilizing advanced functions in Microsoft 365 Suite applications, data visualization tools, and business intelligence tools.
    • Writing clear, concise technical information to diverse audiences through multiple formats and methods (requirements, technical reports, summaries, presentations, instructions, information/decision briefs) including utilization of Plain Language.
    • Coordinating complex analysis utilizing advanced functions of Excel (i.e. pivot tables, functions, graphs, etc.) to manipulate large quantities of information and research for presentation.
  • Six (6) months of experience utilizing PowerBI for data modeling and report building, connecting various data sources to display accurate and clean visualizations of key performance indicators (KPI) and various operational measures.

Up to four (4) years of relevant education may substitute year for year for experience.

(Associates degree = 2 years Bachelor’s degree = 4 years)

What may help set you apart:
  • A Bachelor’s degree in business administration, public administration, or a related field.
  • Five (5) years of demonstrated experience in two or more of the following areas:
    • Conducting research
    • Analyzing policies, laws, rules, or regulations
    • Conducting business analysis and developing requirements
    • Leading business projects
    • Business policy development
  • Experience assessing assignments and impacts of work to determine and explore impacts to internal and external stakeholders.
  • The ability to develop and coach others in developing meaningful metrics, definitions, data capture, business process design, and analysis.
  • Experience working on behalf of an organization within the state legislative process to develop Agency Request Legislation, Decision Packages, and facilitate implementations.
  • Experience assessing operational budgets and advising actions to remedy budgetary challenges and position the business for strategic success.
