The Department of Natural Resources (DNR) has an exciting opportunity within our Forest Resilience Division and Federal Lands Section. Are you someone who loves the outdoors and is passionate about implementing restoration work across Washington State’s natural landscapes? If you want to improve our public places, can think creatively, and have good practical forestry and planning skills, then this is the job for you. The DNR’s Forest Resilience Division is seeking motivated individuals to join the Federal Lands Section – a team of expert restoration specialists focused on project implementation across U.S. Forest Service and Bureau of Land Management lands throughout Washington.
As part of this Division and Program, you will work alongside a talented cadre of professional planners, scientists, and implementers providing service to state, private, and federal partners to increase the resiliency and health of Washington’s forests and urban landscapes. In this position, you will be a part of a skilled team of specialists focused on increasing the pace and scale of federal restoration work, primarily on the Colville National Forest, while supporting other program staff statewide. Working independently and as a team, this position will work under the supervision and guidance of the Federal Lands Northeast Unit Restoration Specialist. You will assist in a broad variety of tasks from commercial (timber sale) project presales and associated contract development and administration to noncommercial hazardous fuel reduction work, as well as forest road projects focused on reducing impacts to resources. Through extensive use of the Good Neighbor Authority, the Federal Lands Program works in coordination with department staff, federal partners, and other state and local partners to plan and effectively implement projects that increase forest resiliency.
This position’s primary responsibility is to successfully assist in the implementation of restoration projects on the Colville National Forest. This includes assisting with layout and contract administration of GNA commercial thinning timber sale projects, fuels reduction projects, pre-commercial thinning contracts, and invasive weeds service contracts, and more. This position will also travel to other national forests throughout Washington to support other GNA projects.
The work accomplished under this position directly contributes to the success of forest restoration objectives in Washington State, while also generating funding to be reinvested into federal forest landscapes across the state of Washington. Duties will include coordination with the U.S. Forest Service to ensure lead agency objectives are met with a focus on customer service, development of collaborative partnerships, and identifying and securing additional GNA restoration projects.

Duties

Responsibilities:

  • Assist in the implementation of landscape scale commercial and non-commercial restoration projects on the Colville National Forest.
  • Assist in project layout, including unit boundary establishment, road design, timber marking and cruising, according to program objectives and relevant state and federal laws.
  • Assist in contract preparation, implementation, and compliance.
  • Review and comply federal design criteria from NEPA and other relevant state and federal law.
  • Represent the Department’s interests when interacting with private operators, purchasers, businesses, government officials, and the public.

Qualifications

Required Qualifications:

  • Associate degree in Forestry or natural resource related field of study;
    OR an equivalent combination of education and/or experience.
  • Experience using personal computers as well as computer applications, including but not limited to Microsoft Office Suite, Outlook, etc.
  • Knowledge of logging and forest road layout.

Special Requirements and Conditions of Employment:
  • Work is performed in a mixture of office/home office locations or field environments. The large majority (70%) of work is performed alone in remote, isolated, unimproved natural areas. Incumbent must be able to traverse uneven terrain in all weather conditions. Time spent in the work center is significantly less than time in the field. Driving on unimproved forest roads is required with this position, as is long travel on highways or state routes. Work is also conducted in an office setting were sitting or standing for prolonged periods of time may be required to accomplish work
  • Position requires large majority (70%) of time in the field traveling alone between project activities and duty station. Overnight stays are expected when working on restoration projects outside of Northeast Washington, or at the far distances from the position’s duty station on the frequency of 1-3 nights per month, possibly more.
  • A valid unrestricted driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.
Desired Qualifications:
  • Experience:
    • Experience with contract development and administration of timber sales, road construction, thinning, or other silvicultural practices.
    • Experience with wildland firefighting.
    • Experience implementing Good Neighbor Authority (GNA) projects.
  • A working Knowledge of:
    • Environmental, social, and other problems affecting development of local and State environment resource programs.
    • NEPA process and requirements.
  • Ability to:
    • Accept responsibility for assigned tasks and activities.
    • Develop work plans, think conceptually, observe, and interpret trends, analyze data, identify key relationships, and draw logical conclusions.
    • Maintain an effective working relationship with government officials.
    • Experience and competency in ArcGIS; Microsoft Office Suite.
