The Department of Natural Resources (DNR) has an exciting opportunity within our Product Sales & Leasing Division. We are looking for an Operations Specialist, Natural Resource Specialist 4 (NRS4) to join our team, this position will be located out of Olympia, Washington.

Responsibilities:

  • Timber sale presales preparation: Tracking, reviewing, evaluating, and completing timber sales documents for all monthly timber sales scheduled for auction to ensure compliance with Department policies, program standards, environmental laws and regulations, and legal processing requirements. Tracking fiscal year deliverables (i.e. volume and values) for all timber sales across all fiscal years. Checking data matches across multiple systems, including, but not limited to the presales system, NaturE, LRM, and TSDC. Keeps management abreast of all potential issues arising from planned timber sales.
  • Guidance and program development: Conducts operational analysis and writes integrated program guidance. Updates and maintains all forms for the timber sales section. Drafts, reviews, and implements new contract language. This position is the point of contact for guidance pertaining to the implementation of SEPA language and changes.
  • State Environmental Policy Act Timber sale Coordinator: Serves as the division designated technical expert for SEPA comment responses for the timber sales program, including coordinating with the SEPA center and AGO, and providing consultation to region timber sales staff. Trains and integrates new SEPA guidance to region and division staff. Conducts individual timber sale carbon calculations and incorporates results into SEPA submittals. Focuses and strives for consistency with SEPA responses across the timber sale program.
  • Training sessions for program activities and information systems: Preparing training materials, presenting materials, answering questions regarding topics, and demonstrating.
  • Other duties as assigned: Providing and presenting information to the Board of Natural Resources, filling timber sale data requests from internal and external partners, and more.
  • Supervision of employee(s): Setting expectations and performing annual evaluations, approving eTARs, mentoring and coaching employee(s), etc.

Required Qualifications:

  • Bachelor's degree in forestry, natural resources, business administration, or a closely related field AND 3 years experience in the forest industry; OR an equivalent combination of education and/or experience.
  • Experience creating and modifying highly complex spreadsheets or datasets to meet different project needs.
  • Working knowledge of silviculture and forest management practices in the Pacific Northwest.
  • Experience in general forest management activities such as forest road design and construction, timber management planning, silviculture techniques, reforestation methods, and timber harvest boundaries.
  • Commitment to fostering and supporting an environment that honors diversity, equity, inclusion, and environmental justice practices.
  • Perform assigned duties in a manner consistent with applicable laws, regulations and public records retention and requests are followed.
  • Strong Understanding of WA State Environmental Policy Act, Ecologically based natural resource management and ecosystem services, AND Public relations and communications.
  • Ability to convey oral and written communications clearly and effectively to large and small audiences.

Special Requirements and Conditions of Employment:

  • 75% remote office, 25% office, with occasional field days in remote and uneven terrain. This Agency position works predominately from an office and will have the option to telework, subject to policy and supervisor approval. Occasional field days may be required. These will occur in remote, uneven terrain and in all weather conditions.
  • Some travel to region offices for mentoring and training of staff. Less than 5%

  • Current knowledge of Forest Practices rules; Forest Practices Board Manual guidance; and DNR Forest Practices policies, procedures, practices, and the state's Habitat Conservation Plan (HCP).
