Description

We are looking for a journey-level IT Business Analyst /Tester to join the WA Cares Fund team to help develop the first-in-the-nation social insurance program and be part of the latest example of why Washington State is a national leader in planning for the care of its residents. In this role, as an IT Business Analyst/Tester, you will work closely with the WA Cares Fund program team, as the program and policies are developed, to elicit business requirements and act as the bridge between the application developers, business partners, and partnering agencies at ESD and HCA in gathering, championing, and translating business requirements to system/functional requirements. You will supports documentation and maintenance of the system design documents and interface specifications for applications, and assists with business flow diagrams, system integration documentation, and project documentation for ALTSA-wide information technology functions.
Some of what you'll be doing:

  • Assist with planning and supporting the WA Cares Fund program system requirements analysis sessions, involving subject matter experts, development lead, and business team members, to elicit and document the business system requirements
  • Work with Senior IT Business Analyst to elicit, document, and maintain system requirements and design for enhancements to existing systems and new system automation for the WA Cares Fund program, primarily focused on implementing an assessment system and developing new, or modifying existing
  • Provide support in performing application impact analysis and aid in estimation process for changes to WACares systems
  • Gather and document functionality requirements required by the system to accomplish the goals of the project and the needs of the users as defined by the WA Cares Fund program team
  • Develop user stories and acceptance criteria based on the requirements gathered to enable development process.
  • Analyze complex problems looking beyond the instant problem resolution to the best solution for the administration
  • Provide guidance to the program staff during all project phases to ensure project success
  • Define and develop acceptance criteria to test the user stories and ensure system quality to meet the business requirements
  • Write complex test case scenarios, execute test cases document defects, and track to the traceability matrix to ensure requirements are met and support the testing team in system testing efforts
  • Participate in design review sessions, detailed review and validation of design documentation, and overall facilitation of business partner design review and approvals
  • Document new system functions, system design, and business processes
  • Develop documentation of processes & procedures followed by technical development team.

Who should apply?
  • A bachelor's degree in either computer science, business administration, or management of information systems or equivalent work experience AND a minimum of four years experience in software testing or a related field of information technology experience, or a closely related field such as consulting, analyzing, designing, programming and/or maintaining computer software applications or directing projects.
OR
  • An associate degree in either computer science, business administration, or management of information systems or equivalent work experience AND a minimum of six years experience in software testing or a related field of information technology experience, or a closely related field such as consulting, analyzing, designing, programming and/or maintaining computer software applications or directing projects.
OR
  • Eight years experience in software testing or a related field of information technology experience, or a closely related field such as consulting, analyzing, designing, programming, and/or maintaining computer software applications or directing projects.
  • Advanced skills in testing, troubleshooting, and problem resolution.
  • Must have three years experience writing and/or conducting software testing
  • Experience may be concurrent with the above.
Preferred education, experience, or certifications include:
  • Knowledge of SharePoint, Issue tracking tools like JIRA, and Requirements management tools
  • Knowledge of automation testing.
